Minimum Qualifications One year of permanent competitive service as a District Manager Services for the Blind, M-1, Associate Vocational Rehabilitation Counselor, SG-25, Regional Coordinator – Services for the Blind, M-2 or Chief Fiscal and Program Support Section, M-2.

Duties Description Under the general direction of the Associate Commissioner for the Commission for the Blind, the incumbent directs the Bureau of Field Operations and Implementations. Duties include, but are not limited to: Representing the Associate Commissioner in direct negotiation, meetings and conferences with the heads of organizations or their representatives; with particpants and their representatives; and with other relevant government entities for the purpose of interpreting regulations and mandates and establishing formal agreements and contracts for the provision of services. Representing the Department and/or Associate Commissioner at conferences, seminars and related activities for the purpose of sharing and gathering program knowledge, information, and methods of providing services. In cooperation with the Director of Program Evaluation, Support and Business Services, ensuring that Bureau concerns are considered in the formulation of policy; making recommendations for new and revised policies. Analyzing feedback and information from district offices on problems and issues of importance to the district offices for future policy formulation. Monitoring the district offices through the supervision of the Regional Coordinators; monitoring management reviews of district office programs; directly supervise the district office heads in the absence of the Regional Coordinator(s). Directing the development and maintenance of a case management system. Developing and implementing internal efficiency standards; monitoring implementation of the corrective action process as it impacts on district office operations. Directing the development, dissemination, analysis and review of operations procedures and program manuals. Directing the dissemination of actual and proposed changes in program policies and procedures; directing the provision of technical assistance in areas of program standards and guidelines. Directing the monitoring of initial referrals to CB to ensure they are brought into the service system within federally mandated timeframes.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
