Minimum Qualifications MINIMUM QUALIFICATIONS:

Provisional Appointment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Architect, Professional Engineer 2 (Civil), Professional Engineer 2 (Civil/Construction), Professional Engineer 2 (Civil/Materials), Professional Engineer 2 (Civil/Structural), Professional Engineer 2 (Civil/Transportation), Professional Engineer 2 (Electrical), Professional Engineer 2 (Mechanical), or Professional Engineer 2 (Mechanical/HVAC); OR; two years of permanent competitive service as a Senior Architect, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC).

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Coordinator, School Facilities Services position in the Office of Facilities Planning. This Office is primarily responsible for code enforcement, life safety, fire safety and health in all public K-12 schools and BOCES in the State, exclusive of New York City. Under the general direction of the Assistant Commissioner for the Office of Policy, and Religious and Independent Schools, the incumbent will provide guidance and oversight to school districts, serve as the central contact point for all school facilities concerns that arise statewide and coordinate the Department’s efforts with other regulatory agencies. The duties of this position include, but are not limited to, the following:

• Coordinate and oversee daily operations of the Office of Facilities Planning, including capital construction plan submissions, issuance of certificates of occupancy, and addressing issues of noncompliance;
• Oversee policy development and program planning for school facilities in over 700 school districts and BOCES;
• Provide leadership to ensure the appropriate and timely review and approval of over 2,000 capital projects annually;
• Support policy development and program planning related to school facilities planning;
• Formulate policies and processes to provide assistance to school district officials on all matters related to facilities (including capital construction projects), health, safety and environmental quality;
• Evaluate existing policy direction and set priorities for facilities planning operations in collaboration with and response to legislative mandates;
• Create, develop and contribute to future legislation which is within the Office’s purview or impacts operations;
• Facilitate ongoing professional development of staff in the Office of Facilities Planning;
• Initiate quality improvement processes with input from stakeholders, including Office of the State Comptroller and Board of Regents; and
• Provide direct supervision to Supervisor, School Business Management, Associate- level Architects and Professional Engineers, including delegation of assignments, performance evaluations and time and attendance approvals.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or non-permanent provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Provisional candidates must take the examination for Coordinator, School Facilities Services when it is next offered, and must be reachable on the resulting eligible list to maintain employment. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Filling of this position is contingent upon Division of Budget approval.

*Leads to a maximum salary of $141,538 based on annual performance advances.
