Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 3.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a quali?ed employee of the New York State Department of Education and have had one year of permanent competitive or 55-b/55-c service as an Archives and Records Management Specialist 2. Provisional candidates must take the examination for Archives and Records Management Specialist 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Duties Description
The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for an Archives and Records Management Specialist 3 (ARMS 3) position in the New York State Archives. This Office provides record management advisory services to local governments, state agencies and non-government archival repositories in New York State. The ARMS 3 will report to an Archives and Records Management Specialist 4 in the Government Records Services Unit. Duties of this position include, but are not limited to, the following:
• Provide direct advice and technical assistance to local governments, state agencies and non-government archival repositories via on-site visits, telephone and various online communications tools and advise on a wide range of archives and records management topics, including, but not limited to, records retention, inventory, storage, preservation, access, and information technology;
• Develop and deliver trainings on topics that assist governments and repositories in developing effective programs and approaches for management and preservation of records;
• Deliver trainings through the State Archives workshops, online webinars and at meetings of local government groups;
• Conduct analysis of records systems in local governments, including electronic recordkeeping systems, to support the effective management and use of records and ensure their accessibility throughout their life cycle;
• Prepare written reports of analysis activities in ways that are useful and implementable to governments;
• Monitor projects funded through grants made under the Local Government Records Management Improvement Fund, ensure that the projects are meeting their stated objectives, provide advice to support project success, and ensure that the results of those projects are communicated widely; and
• Participate in teams of other State Archives staff and other government officials to develop training resources, publications, technical standards, advisory services and other records management products and services directed to local governments, state agencies and non-government archival repositories.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Archives and Records Management Specialist 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require extensive travel, including overnight(s) (60% statewide travel).
* Leads to a maximum salary of $92,693 based on annual performance advances.
