Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Vocational Rehabilitation Counselor.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Vocational Rehabilitation Counselor. If you are on the Civil Service eligible list for Vocational Rehabilitation Counselor, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in either of the following titles: Vocational Rehabilitation Counselor (Spanish Language) or Vocational Rehabilitation Counselor (Manual Communications).
55b/c Appointment: This position is eligible for 55b/c designation and are subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
NOTE: The Vocational Rehabilitation Counselor is a continuous recruitment examination. To qualify for the examination, you must have a current Commission on Rehabilitation Counselor Certification (CRCC) certificate OR a master's degree in rehabilitation counseling, including a supervised internship from a Council on Rehabilitation Education (CORE) accredited program OR a master's degree in rehabilitation counseling or counseling and notice of eligibility to sit for the CRCC certificate examination.

Employees of ACCES-VR who are currently in a Vocational Rehabilitation Counselor position and are interested in transferring to a location listed on this flyer MUST apply for the position as outlined in the Application section of this flyer.
Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for eight Vocational Rehabilitation Counselor positions in the Buffalo, Bronx, Queens, White Plains and Rochester District Offices and the Harlem and Spring Valley Satellite Offices. These offices assist persons with disabilities to attain employment, educational, and/or independent living goals. Duties of these positions include, but are not limited to, the following:
• Manage a caseload, including writing case notes and maintaining supporting documentation;
• Determine eligibility;
• Develop employment goals and Individualized Plans for Employment;
• Purchase goods and services as needed for individuals to reach their employment goals;
• Coordinate the resources of the family, community, and specialists; and
• Determine case closure.
Additional Comments CONDITIONS OF EMPLOYMENT: These positions will be contingent permanent appointments. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or Commission on Rehabilitation Counselor Certification will be required at the time of interview for all candidates. These positions require extensive statewide travel (40% of assignment).
* Leads to a maximum salary of $75,785 based on annual performance advances.
** Plus $3,026 annual Downstate adjustment.
