Job Specifics

Minimum Qualifications Interested candidates must be reachable on the appropriate Civil Service eligible list or currently an employee of New York State eligible to transfer under Section 52.6 or 70.1 or 70.4 of the Civil Service Law.

52.6 Transfer:

To be eligible for a 52.6 transfer to a Payroll Analyst Trainee 1 a candidates must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 11 or higher

To be eligible for a 52.6 transfer to a Payroll Analyst Trainee 2 a candidates must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 12 or higher

To be eligible for a 52.6 transfer to a Payroll Analyst 1, SG-18 a candidates must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher

70.1 Transfer:

To be eligible for a 70.1 transfer to a Payroll Analyst Trainee 1 a candidates must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 11 or higher

To be eligible for a 70.1 transfer to a Payroll Analyst Trainee 2 a candidates must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 12 or higher

To be eligible for a 70.1 transfer to a Payroll Analyst 1, SG-18 a candidates must:

Have one year of permanent, competitive service in a qualifying title allocated to salary grade 16 or higher

70.4 Transfer:

To be eligible for transfer under Section 70.4 to the Payroll Analyst Trainee 1 title, candidates must have one year of permanent competitive service in a position allocated to grade 11 or higher, possess a bachelor’s degree, and have standing on the Professional Career Opportunities (PCO) or the Public Administration Traineeship Transition (PATT) eligible lists.

Candidates may be eligible for a two-year traineeship leading to a Payroll Analyst 1, SG-18, after successful completion of the traineeship.

55B/C eligible candidates with a Bachelor’s Degree.

Duties Description · Reviews and audits payroll retirement transactions for accuracy.

· Analyze data and resolve complex auditing problems.

· Run queries and initiate post audit review of transactions.

· Provide assistance to other Deductions staff and customers and determine corrective action for audit problems.

· Provide payroll information to State agencies and vendors.

· Provide NYS agencies and vendors with retirement related information via telephone and email.

· Research and analyze retirement records.

· Coordinate staff responses to correspondence and telephone calls from vendors, employees, and agencies.

· Business Documentation

· Identify and document business process improvements within the Retirement Team.

· Maintain existing business process documentation.

· Prepare Operations Requirement Documents to communicate necessary system changes to the Systems Support Group.

· Prepare written Payroll Bulletins to communicate necessary information to agency payroll officers.
