Minimum Qualifications MINIMUM QUALIFICATIONS:

Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND three years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

A Bachelor’s Degree in any of the disciplines listed above and five years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

Ten years of progressively responsible administrative, management, or supervisory experience in a setting whose purpose is to serve the needs of individuals with developmental disabilities by delivering individualized and customized services. Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a creative, innovative leader who can inform and execute strategic decisions at both the organization and system level to serve as bridge Deputy Director of the Developmental Disabilities State Operations Office Region 2 (DDSOO 2). This region encompasses 14 counties of State Operated programs. This position serves at the pleasure of the Commissioner of OPWDD.

The DDSOO 2, bridge Deputy Director will provide cross-district leadership and oversight of supports and services for individuals who reside in Broome, Cayuga, Chenango, Cortland, Delaware, Herkimer, Lewis, Madison, Oneida, Onondaga, Oswego, Otsego, Tioga, and Tompkins counties. Travel to all 14 counties in the Region 2 DDSOO will be required and there is the potential for occasional travel to other areas of the state.

POSITION DESCRIPTION:

As a member of the region's State Operated Leadership Team, the bridge Deputy Director will assist in ensuring that State Operated Services are delivered in a safe, efficient, and effective manner. The purpose of the bridge Deputy position is to lead and collaborate between the Central NY and Broome Districts to encourage consistency within the Region. The bridge Deputy Director will promote dedication to innovation in providing individualized services that empower individuals to live richer lives. The candidate selected will provide a vital leadership role for the Region 2 DDSOO, serving at the executive level, and report to the Director of the Developmental Disabilities State Operations Office Region 2. A primary mission of the position is to provide consistency of practice across districts in region-wide and statewide practices. A commitment to collaborating with all stakeholder groups as well as a commitment to the leadership strategy of Putting People First is essential.

The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. In line with our dedication to Putting People First, this person will also provide leadership, commitment, and support to a diverse workforce as well as individuals with developmental disabilities, their families, local government, and other stakeholders.

PRIMARY DUTIES AND RESPONSIBILITIES:

Driven by the mission, vision, and values of OPWDD, the bridge Deputy Director of DDSOO 2 will collaborate with all stakeholders to direct an integrated program operations strategy. The bridge Deputy Director will have shared executive leadership responsibility for the operation and continuous quality improvement of state operated services within Region 2. The Deputy Director shares in the responsibility for the oversight and management of state-operated services including residential and clinical programs, a 45-bed Intermediate Care Facility (ICF) focused on a population with a forensic history, and community-based day program services within DDSOO Region 2. The candidate will collaborate with Directors and Deputy Directors of the five other State Operations Offices toward statewide consistency and efficiency of practices utilizing a ‘best practice’ framework. The bridge Deputy Director promotes the Commissioner’s vision of system reform and transparency, while coordinating and overseeing ongoing state-provided services and supports.

The bridge Deputy Director is also responsible for identifying and advancing DDSOO Region 2 priorities while implementing statewide policies and strategies. In partnership with voluntary service providers, the bridge Deputy Director will promote innovative, individualized, community-based solutions that will empower individuals with developmental disabilities to live richer lives. As a vital member of the DDSOO Region 2 leadership team, the bridge Deputy Director will collaborate in the development of enterprise solutions and consistency throughout the state in strategic core business operations.
