Duties Description Working in the Strategic Operations unit of the Commissioner's Office at OTDA, the Business Systems Analyst 1 (BSA 1) will function as an agency-wide point of contact, and will work with program-specific business owners, as well as interagency partners, to develop and implement the eligibility, enrollment, and case management (EECM) components of the Integrated Eligibility System (IES), an initiative to modernize the State’s health and human services systems. EECM is a critical element of IES, in which business needs across program areas, including Temporary Assistance (TA), the Supplemental Nutrition Assistance Program (SNAP), and the Home Energy Assistance Program (HEAP), will be coordinated to ensure a unified approach to the design, development, and deployment of EECM within IES. The BSA 1 will work to ensure timely stakeholder engagement and decision-making. Duties will include, but are not limited to:
• Assisting in documenting existing business systems and processes (i.e., the “as-is” state).
• Assisting in defining, validating, and prioritizing detailed business and functional requirements for IES (i.e., the “to-be” state).
• Coordinating the review, consolidation of responses, and approval of project deliverables, such as scope documents, use cases, business and functional requirements, specification documents, process diagrams, security plans, and others.
• Participating in user acceptance testing and defect resolution.
• Participating in the development of policy, systems documentation, and training materials (e.g., policy directives, user manuals, and desk references).
• Assisting in identifying and facilitating the statutory, regulatory, and policy changes necessary to implement IES, and achieve business process improvements.
• Supporting the development and review of IES-related procurements (e.g., scopes of work for systems integrator vendors), as needed.
• Reporting the status of workstream activities, including project risks and issues, to management.

Additional Comments A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. This position will require occasional travel.
