EECM is a critical element of IES, in which business needs across program areas, including Temporary Assistance (TA), the Supplemental Nutrition Assistance Program (SNAP), and the Home Energy Assistance Program (HEAP), will be coordinated to ensure a unified approach to the design, development, and deployment of EECM within IES. The BSA 1 will work to ensure timely stakeholder engagement and decision-making. Duties will include, but are not limited to:

• Assisting in defining, validating, and prioritizing detailed business and functional requirements for IES (i.e., the “to-be” state).
• Coordinating the review, consolidation of responses, and approval of project deliverables, such as scope documents, use cases, business and functional requirements, specification documents, process diagrams, security plans, and others.
• Participating in user acceptance testing and defect resolution.
• Participating in the development of policy, systems documentation, and training materials (e.g., policy directives, user manuals, and desk references).
• Assisting in identifying and facilitating the statutory, regulatory, and policy changes necessary to implement IES, and achieve business process improvements.
