Minimum Qualifications Possession of a license to practice medicine in New York State and certification in general psychiatry by the American Board of Psychiatry and Neurology (ABPN).

The preferred qualifications of the candidate include:
• Training or experience in Public Psychiatry;
• Strong teaching and clinical skills;
• Strong administration skills;
• Experience with Accreditation Council for Graduate Medical Education (ACGME) Psychiatry Residency program protocols;
• Prior experience in residency program teaching and administration;
• Scientific and scholarly achievement;
• Leadership experience and familiarity with academic affiliation contracts; and
• Ability to recruit faculty members.

Duties Description Working with OMH’s Central Office Medical Leadership, this position’s responsibilities include managing affiliation agreements with academic medical centers across NYS that together receive ~$20 million per year from OMH to support training activities. The Medical Director will ensure affiliation agreements allow for high quality community psychiatry teaching, the development of benchmarks for academic affiliates, and the promotion of high-level academic curricula to psychiatry trainees. Located in New York City, the Medical Director will manage and maintain NYS OMH’s oversight of multiple academic affiliation contracts that support psychiatry residency training across the state with duties that involve fiscal, legal, and clinical oversight; work with existing academic affiliates to enhance their training experiences to maintain quality psychiatry training at OMH sites; advise NYS OMH’s medical leadership on how programs could expand to provide additional community psychiatry training opportunities; and serve as an on-site clerkship director for psychiatry education at Manhattan Psychiatric Center (MPC). There may be opportunities to teach at additional NYS OMH sites.

As the Medical Director of Academic Affiliations, you will:

• Provide expert assistance and guidance to the Commissioner and to the OMH Chief Medical Officer regarding ACGME and academic affiliations

Ideal candidates for this unique opportunity will manage OMH’s academic affiliations with a program coordinator, collaborate with OMH Medical Leadership to assure high-quality programs, and provide direct on-site teaching at MPC’s 125th Street Clinic.


1. If appointed you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid. If you are appointed and you lose the ability to bill through Medicaid and Medicare, you may be terminated from your employment.

3. Continued employment is dependent upon current licensure to practice medicine in New York State and board certification in general psychiatry by the American Board of Psychiatry and Neurology. Loss of licensure or board certification may result in removal from employment.

Additional Comments New York State Office of Mental Health (OMH) and Manhattan Psychiatric Center is looking for a Medical Director of Academic Affiliations to manage and maintain its 27 academic affiliations with NYS psychiatry residency and fellowship programs in general adult, child and adolescent, forensic, and public psychiatry. The ideal applicant will work half-time managing academic affiliations and half-time as an Attending Psychiatrist in OMH’s premiere teaching and research-based outpatient clinic at 125th Street where they will have the opportunity to teach trainees, collaborate with clinical researchers at the clinic, and/or assist in clinical administrative work.

The New York State (NYS) OMH is the largest state public mental health system in the country and renowned for its care and research. For more than 50 years, NYS OMH has supported academic affiliations to promote specialized training in community and public psychiatry with an emphasis on recovery-oriented, culturally sensitive, patient-centered interdisciplinary treatment at OMH’s 22 adult civil, forensic, and child & adolescent Psychiatric Centers and its renowned New York State Psychiatric and Nathan Kline Research Institutes. Trainees at these sites have an educational opportunity to provide clinical care for a highly diverse patient population, enhance their clinical skills, participate in research and interdisciplinary quality improvement initiatives, and learn administrative psychiatry.

Background Investigation/Justice Center Review: Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment
