Job Specifics

Minimum Qualifications Budget Fellow must possess a minimum of a Bachelor’s degree. Starting salaries depend upon level of education and type of work experience, and annual salary increases are dependent on satisfactory performance:

• Budget Fellow I: $49,835. A Bachelor’s degree. Advances to Budget Fellow II after one (1) year of satisfactory service.

• Budget Fellow II: $54,570. A Master’s degree in public administration, economics, business administration, public policy, public affairs or a closely related administrative or managerial field; or, a Bachelor’s degree and two (2) years of professional work experience including one (1) year in a directly-related policy area or one (1) year in public administration. Advances to Budget Fellow III after one year of satisfactory service.

• Budget Fellow III: $59,038. A Doctoral degree as specified for a Budget Fellow II; or a Master’s degree as specified for Budget Fellow II and one (1) year of professional budgeting experience within a governmental jurisdiction; or, a Master’s degree in any field and two (2) years of professional work experience including one (1) year in a directly-related policy area or in public administration; or, a Bachelor’s degree and four (4) years of professional work experience including one (1) year in a directly-related policy area or in public administration. Eligible for annual salary increases based on performance.

Qualifications/Skills:

A Bachelor’s Degree or higher in a related field of study. Candidates must have excellent interpersonal skills, strong oral and written communication, research skills and be detail oriented. Candidates should have a significant knowledge of, or demonstrated ability to learn, a variety of computer software programs and database applications. Candidates must be flexible and able to work overtime, as necessary, particularly during critical budget periods and legislative session activities.

Duties Description The position provides the opportunity to work on a wide range of key Division activities initiated by the Legislative Affairs Team within the Budget Planning, Operations and Management Unit. This Team serves as the central control point for Article VII Budget bill and memo formulation, amendment, and execution; coordinating significant bill identification and analysis; coordinating the assignment and analysis of bills that have passed the Legislature and administering the Departmental bill processes. Team members function as the Division’s central liaison with Governor’s Counsel’s Office and with the Legislative Bill Drafting Commission; and generally serve as a clearinghouse for information related to legislation and legislative activities.

Responsibilities of the Budget Fellow on the Legislative Affairs Team would include, but are not limited to:


Providing advice and assistance to examination unit staff on specific procedural and technical questions relating to the drafting of Article VII bills and memos and the compilation of the Article VII budget bills for Executive submission through Budget enactment;

Monitoring and reporting on legislative activity, including committee agendas and bill introduction throughout the two-year legislative cycle;

Utilizing the Legislative Retrieval System (LRS) to analyze diverse legislation in response to DOB and Governor’s staff requests, designs and develop reports to meet real time needs of management, as well as acting as the Budget Division’s subject matter expert on LRS;

Overseeing the newly implemented Legislative Tracking System (LTS) and other electronic systems used by the Budget Division;

Working with Information Technology Services on the continued development of I.T. systems used by the Division;

Providing expertise on constitutional, statutory, and parliamentary requirements of the Executive and Legislature; and

Providing programmatic and technical solutions for the purpose of improved collection and dissemination of information and its process as it pertains to legislation and associated activities.
