Minimum Qualifications "Permanent Transfer Candidates: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Systems Specialist 3, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Systems Specialist 3, G-23 under Section 70.1 of the NYS Civil Service Law. 70.1 source titles include Hospital Nursing Services Consultant, Community Nursing Services Consultant HHS, Senior Nutrition Services Consultant, Principal Sanitarian, Health Program Administrator 1, Standards Compliance Analyst 2, Regional Medical Care Administrator, Medical Assistance Specialist 2.
Provisional Candidates: Current NYS Department of Health employee with one year permanent or contingent-permanent, competitive status as Community Nursing Services Consultant (Home Health Services), Fire and Safety Representative, Health Care Surveyor 2 (Nursing), Health Systems Specialist 1, Health Systems Specialist 1 (Emergency Medical Care), Health Systems Specialist 1 (Funeral Directing), Health Systems Specialist 2 (Physical Therapy), Health Systems Specialist 2 (Nutrition), Health Systems Specialist 2 (Social Work), Hospital Nursing Services Consultant, Regional Medical Care Administrator, Senior Nutrition Services Consultant, or Senior Sanitarian."

Duties Description The HSS3 will conduct and participate in federal and/or state surveys, conducting surveillance activities at various health care facilities throughout the MARO region, to determine compliance with federal and state regulations. Serving as a Team Coordinator, the HSS3 will coordinate all on and off-site survey activities of the team. The HSS3 is also responsible for preparing Statements of Deficiency using Principles of Documentation and reviews and approves Plans of Correction within required timeframes. Provides direct supervision to multidisciplinary team members assigned – duties to include completing annual performance evaluation and probation reports, approving travel and timesheet submissions, and assisting with onboarding. Provide onsite field supervision and training to multidisciplinary teams during surveys conducted throughout the MARO region. Assist with providing training to new and existing staff as needed. Participate as a Team Coordinator on surveys. Participate in Federal Survey Huddles. Ensure completed work is submitted. Conduct QA activities such as SOD review and editing. Provide feedback and guidance to multidisciplinary team members regarding changes and improvements needed to maintain and improve the quality of program output. Participate in emergency preparedness activities.
Additional Comments Permanent or Provisional, full-time, competitive appointment. Travel is required, including travel to some areas not served by public transportation. Travel throughout the Metropolitan Area Regional Office (MARO) is required. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
