Minimum Qualifications • Bachelor’s Degree from an accredited college or university.

• Four years of experience in public relations, communications writing/editing, marketing, or a related field.

• Three years of experience managing or supervising project work teams.

• Experience working with government or union, or joint organizations.

• Excellent interpersonal and written communication skills.

• Demonstrated proficiency in Adobe InDesign Photoshop and Illustrator.

• A satisfactory equivalent combination of appropriate experience and education as determined by the New York State Governor’s Office of Employee Relations.

Duties Description The role of the Employee Program Associate (Program Manager for Communications) is key to ensuring the Partnership’s success as a critical workforce development resource for New York State agencies and their CSEA-represented employees. The Program Manager for Communications manages the design and production of informational and promotional materials, including publications, video, and web design to promote Partnership programs and services. The incumbent also manages the Quality of Work Life (QWL) Grants Program and supervises three Field Associates charged with marketing programs and services statewide.

Specific duties include:

Program Planning and Administration:
• Plan, develop, and manage the Partnership’s communications program.

• Meet with Partnership management and program staff to develop a broad range of marketing approaches to support programs and services.

• Develop work plans in support of program development and marketing requests from Partnership staff.

• Manage the process for producing high quality video, print, and web publications which includes identifying audiences, writing engaging content, editing content to style and readability standards, creating effective design and layout, and leading development projects.

• Manage the Partnership’s Facebook and Twitter accounts.

•Develop content for catalogs, brochures, and social media pages; manage and review periodic activity reports; review newsletters; manage design layouts, production, and distribution of publications.

• Lead the Partnership’s marketing work group to enhance the promotion of programs and services to customers and stakeholders.

• Develop and manage timelines for marketing related to Partnership program development, implementation, and evaluation.

Program Management:
• Manage three Field Associates charged with promoting Partnership programs and services to CSEA-represented employees and labor and management representatives in all regions of the state.

• Develop strategies to effectively deploy Field Associates to maximize marketing of programs and services statewide.

• Manage QWL Grants Program, including development and dissemination of program guidelines to statewide stakeholders and oversight of internal administrative processes.

• Manage and finalize QWL grant review and decision-making processes among Field Associates, maintain records of grant decisions, and disseminate decision letters and supporting documentation to grantees.

• Generate and review decision letters prior to electronic distribution and approve appropriate Field Associate follow-up for outstanding grants.

• Review outstanding inventory tag reports and follow-up with Field Associates for required action.

Materials Review and Evaluation:
• Manage the internal staff review and Governor’s Office of Employee Relations (GOER) Exec-18 Publication and Review and Approval Process for the development of print and electronic documents from concept to final publication distribution and web posting.

• Perform as a “clearinghouse” for Partnership materials prepared for internal meetings, classroom and online learning, employee information days, regional and statewide conferences, outreach activities, grant application proposals, and award nominations. Materials include displays, promotional items, brochures, training catalogs, curricula, manuals, newsletters, flyers, briefings, web content, and special projects.

• Review web and video content to ensure it is clear, coherent, and visually appealing.

Written Communication:
• Prepare written documents, including general correspondence, contracts, and other documents in support of organizational needs.

• Evaluate Partnership publications and communications to external groups to ensure quality and sensitivity in communicating to stakeholder groups.

Interpersonal Communication:
• Establish rapport and build trust among work groups and stakeholders.

• Communicate effectively with all colleagues and stakeholders.

• Represent the Partnership at employee information days, conferences, and agency meetings, when required.

• Serve as liaison with GOER and CSEA communications offices regarding Partnership programs and services.

• Demonstrate awareness of and sensitivity to cultural diversity.

• Establish a network of management and labor representatives to assist with the promotion of Partnership programs.

• Model and encourage positive working relationships.

• Provide constructive feedback, coaching, and discipline as necessary.
