Minimum Qualifications Minimum Qualifications for Appointment:

Reassignment Qualifications: One year of permanent competitive service as a Contract Management Specialist 1, Grade 18.

70.1 Transfer Qualifications: One year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law AND a Bachelor’s Degree or higher and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms; or, one of the following:
1) Bachelor’s degree or higher and one year of the above experience, and successful completion of a one-year traineeship.
2) Bachelor’s degree or higher and successful completion of a two-year traineeship.

70.4 Transfer Qualifications: You must have permanent service in a title within two salary grades or one management/confidential grade and have served permanently for one year in that title.

AND

You must have passed the most recent Professional Career Opportunities examination (PCO).

AND

Two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract
terms; OR bachelor’s or higher degree and completion of a two-year traineeship.

Standard Duties:

This role will work in the Contract Unit within our Fiscal Management Division at the State Fair. The position will provide critical support to the agency with regards to procurement rules, State Finance Law, and OSC’s Rules and Regulations. Expertise in these areas ensures that the Department complies with the law in terms of use of preferred sources, minority and women owned businesses, and small businesses, as well as other procurement guidelines.
The Contracts Unit is instrumental in documenting the procurement record that must be submitted to OSC with each contract that exceeds $50,000, ensuring that all documentation is provided to required standards, with meticulous oversight, and in accordance with OSC guidelines. This position will provide support in this function, as well as assisting with Request for Proposal development, reviewing proposals for mandatory requirements, coordinating the evaluation process, completing scoring documents, assisting with checking references and vendor responsibility checks, and other activities associated with complex procurements.
