Job Specifics

Minimum Qualifications Candidates must be reachable for appointment on the Current Civil Service Eligible List for this title.

Transfer:
Candidates must have permanent competitive status in the Program Operations Specialist 3 title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional:
In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of permanent competitive or 55-b/55-c service either:

A. Program Operations Specialist 2 or
B. Developmental Disabilities Policy Development Specialist 2, Developmental Disabilities Program Specialist 1, Mental Hygiene Program Evaluation Specialist 3, Resources and Reimbursement Program Development Specialist 2, Standards Compliance Analyst 2, or Standards Compliance Analyst 2 (Developmental Disabilities).

Duties Description The Division of Program and Policy Development (DPPD) is responsible for the management, modification and development of most federal agreements and associated program and policy activities required to support OPWDD's mission of helping people with developmental disabilities live richer lives. The Program Operations Specialist 3 will support numerous policy, analytical and operational initiatives within the Division of Program and Policy Development, Waiver Unit. The incumbent of the position will be working closely with other division and agency staff in addition to sister agencies and the federal Centers for Medicare and Medicaid Services (CMS). The incumbent will supervise staff in the Waiver Unit and be responsible for the following program areas:

-Coordination of agency activities associated with the Federal and State reporting requirements for the OPWDD Comprehensive Home and Community Based Services (HCBS) Waiver.

-Development of policies related to specialized IDD services and access to cross systems services, including collaboration with sister agencies and internal OPWDD staff to ensure successful program implementation.

-Development of policy documents related to the provision of programs and services under the auspice of the OPWDD HCBS Waiver.

-Coordination with the NYS Department of Health regarding HCBS oversight and management.
-Public Presentations to stakeholders as needed.

-Coordination of the review and submission of Medicaid agreements, including required public review and comment periods.

-Supervision of professional staff.
