Duties Description Supervise, mentor, and assig work to a team of subordinate Internal Auditor 1s and supervising subordinate clerical and/or paraprofessional internal audit personnel.

Work with the Internal Control coordinator to identify the functions, services and activities performed by each division for use in conducting a risk assessment.

Identify the factors to be used in assessing the risk of each function, service, or activity and use those factors to assess the risk of each and compile the results.

Use the results of the risk assessment or a request by management work with the Internal Auditor 3 or other manager to develop an annual audit plan and identify the scope and objective of each audit.

Schedule entrance conferences and identifying the participants who will be in attendance.

Schedule meetings as needed to achieve the audit objectives.

Prepare an audit program that includes the various tests, reviews, reconciliations and evaluations that must be conducted to achieve the audit objectives.

Identify the timeframe to be audited and the time to complete the audit.

Ensure that while planning and conducting audits an assessment of the internal controls is included

Elicit information from knowledgeable internal/external sources about areas and functions to determine appropriate audit direction/methodology.

Research all pertinent data (e.g. laws, current issues, work papers, and reports)

Develop audit programs and testing procedures relevant to risk and audit objectives

Verify that policies and procedures are being interpreted and applied properly and carried out as intended by management
Evaluate and appraise operations for compliance with applicable laws, rules and regulations, as well as established procedures

Incorporate charts/graphs, tables to summarize data/findings in a format that is easy to comprehend

Prepare work papers to document work performed

• Prepare written reports identifying results at the conclusion of each audit assignment

• Ensure audit conclusions are based on a complete understanding of the process, circumstances and risk

Ensure that audit work is adequately documented, and audit evidence is sufficient.

• Communicate effectively when discussing issues, findings, conclusions and recommendations.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
