Provisional: One year of permanent competitive service as an Associate Director Human Resources 1 or Human Resources Specialist 2

Duties Description The incumbent will be responsible for assisting with the planning, directing and evaluating the personnel program at the New York State Office of
Children and Family Services (OCFS). This position will serve as the
assistant manager of personnel services for the agency, and, in
accordance with NYS Civil Service Law.

Specific responsibilities include:
• Oversight of the Human Capital Management (HCM) and other human resources information technology systems.
• Work with the staff of the Business Services Center (BSC) to ensure that the Bureau of Personnel works within the BSC’s framework for submitting all personnel transactions.
• Act as a liaison with the Office of Information Technology Services (OITS) regarding programmatic technology and system needs.
• Assume the lead role in the Bureau of Personnel in the development of new data and data reporting systems (Tableau), and in revising existing systems to reflect changes in agency organization and needs.
• Serve as the OCFS representative on the inter-agency BSC customer forum and HRMS workgroup.
• Train new OCFS staff in HCM principles and application

Additionally, the incumbent will represent the director at meetings and work with other State agencies and control agencies, including the Department of Civil
Service, the Governor's Office of Employee Relations and the Office of the State Comptroller

Non-Competitive Promotion: In accordance with section 52. 7 of the Civil Service Law, this notice advises all employees of the Office of Children and Family Services of our intention to conduct a non-competitive promotional examination for the position of Associate Director of Human Resources 2, at the Office of Children and Family Services. If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion. To qualify, you must be a current OCFS employee and have one year of permanent competitive service as an Associate Director of Human Resources 1 or a Humans Resources Specialist 2. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

Preferred Qualifications: Comprehensive knowledge of the principles and practices of personnel administration as practiced under the provisions of the New York State Civil Service Law and Rules and Regulations, knowledge of the State Classification and Compensation plan, and proven ability to provide leadership to an organization. Familiarity with the theories and concepts of process analysis is desired. Understanding of and demonstrated
commitment to employee and organizational development is also
preferred. Strong oral and written skills, interpersonal skills, and computer automation experience.

Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
