Duties Description
The incumbent will be responsible for planning, directing and evaluatingthe personnel program at the New York State Office of Children and Family Services (OCFS). The incumbent will serve as the overall manager of personnel services for the agency, and, in accordance with NYS Civil Service Law, direct a staff of professional and technical employees in classification, examinations, recruitment, staffing, employee benefits, time and attendance and payroll activities. Additionally, the incumbent will represent the agency with upper management at the other State agencies and control agencies, including the Department of Civil Service, the Governor's Office of Employee Relations and the Office of the State Comptroller. Non-Competitive Promotion: In accordance with section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Children and Family Services of our intention to conduct a non­competitive promotional examination for the position of Associate Director of Human Resources 3, at the Office of Children and Family Services. If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non­competitive promotion. To qualify, you must be a current OCFS employee and have one year of permanent service as an Associate Director of Human Resources 2 or as an Associate Director Human Resources 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.Pursuant to Executive Order 161, no State entity, as defined by the Executive Order, is permitted to ask, or mandate, in any form, that an applicant for employment provide his or her current compensation, or any prior compensation history, until such time as the applicant is extended a conditional offer of employment with compensation. Preferred Qualifications: Comprehensive knowledge of the principles and practices of personnel administration as practiced under the provisions of the New York State Civil Service Law and Rules and Regulations, knowledge of the State Classification and Compensation plan, and proven ability to provide leadership to an organization. Familiarity with the theories and concepts of process
analysis is desired. Understanding of and demonstrated commitment to employee and organizational development is also preferred. Strong oral and written skills, interpersonal skills, and computer automation
experience.

Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
