Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Preferred Qualification: Knowledge of the Department of Civil Service state employment process and State purchasing process. Knowledge of the employee performance plan and evaluation process. Excellent analytical, communication, and organizational skills, with the ability to work on multiple assignments at one time. Experience working on confidential matters. Proficiency in the use of the Microsoft Office Suite, with a focus on Excel. Experience supervising staff.
Duties Description The Health Program Administrator (HPA) will serve as a Recruitment and Purchasing Coordinator in the Personnel & Workforce Support Unit for the Bureau of Administration (BOA) in the Division of Family Health (DFH). Responsibilities include but are not limited to: Oversight and maintenance of administrative processes and procedures; support for all recruitment activities for 200+ positions recruited through various agencies (i.e. Civil Service (CS), Health Research, Inc. (HRI), Administrative Services and Hourly Based Information Technology Services (HBITS), Student Assistants, Student Internships, and Fellowships); preparing recruitment, reclassification and realignment requests; assist with management and oversight of purchasing goods and services; onboarding and offboarding staff; working with supervisors to ensure that all staff are evaluated in a accordance with human resources timeframes; development and maintenance of related tracking systems; collect and organize data for special projects assigned to PWSU; manage and process documentation for travelers; and perform other duties as requested and may supervise staff.
