Job Specifics

Minimum Qualifications Current NYS employee with one year of permanent or contingent-permanent competitive service in a title allocated to G-29/M-3 or higher, and eligible for transfer under Section 52.6 of the Civil Service Law.

Preferred Qualifications: Seven years of application development experience that includes as primary responsibility the design, development, or evaluation of mainframe or server-based accounting or auditing systems and controls; 5 years experience with Medicaid services, data, or claims;
5 years experience with compliance matters related to audit finding from control agencies;
5 years experience handling complex confidential information as it relates to FOILs, subpoenas and investigations.

Duties Description Duties include but are not limited to the following:
• The incumbent to this position will serve as Operations Director of the Medicaid Data Warehouse (MDW) and will manage multiple levels of State and Contract management and staff. Situated within the Office of Health Insurance Programs (OHIP), Division of Operations and Systems (DOS), the MDW serves as the data analytics and reporting clearinghouse for all Medicaid claims adjudication and associated activities within New York State;
• As Operations Director, the incumbent will supervise all day-to-day operational and vendor management activities in preparation and support of ongoing and significant State and Federal auditing activities performed by a wide array of oversight entities including the Centers for Medicare and Medicaid Services (CMS), the Office of the Inspector General (OIG), and the Office of the State Comptroller (OSC);
• Work closely with executives and managers of other systems including but not limited to eMedNY, the NY State of Health (NYSOH), and the All Payers Database;
• Coordinate all major phases of MDW’s auditing function, including the oversight of audit system application development and hardware/software support and maintenance;
• Develop policy and procedures directives which support the audit oversight activities for MDW to ensure the early identification of system deficiencies and provide remediation recommendations.
• Work collaboratively with other audit managers across DOS, OHIP and the Department in the design of higher-level audit planning for the utilization of information resources needed to achieve audit goals, including establishment of overall guidelines and necessary techniques to be followed in the conduct of all aspects of application development and systems support related to MDW audit efforts;
• Work collaboratively with both internal and external security entities to ensure support for, evolution of, and compliance with, all security policies, protocols and procedures to safeguard critical data;
• Coordinate the identification of system and program deficiencies and recommend appropriate changes;
• Develop and refine policy, procedures and directives for information audit and internal control activities;
• Work closely with the agency’s Division of Legal Affairs to evaluate, respond to, and audit requests associated with legal actions and investigations;
• Partner with the Division’s Bureau of Security and Privacy to develop and implement Data Use Agreements necessary for outside entities to obtain and utilize MDW data sets required for audit activities;
• Ensures that staff receive the appropriate training and informational resources to maintain the high level of knowledge, skills, and abilities needed to achieve strategic and tactical goals in support of all audit and operational activities; and
Compile periodic status reports for executive leadership, identifying recommendations on assigned audit and systems development activities.
