Minimum Qualifications Reachable for appointment on the current Civil Service eligible list used for filling this title; or, one year of permanent, competitive class service as a Supervising Attorney or, one year of permanent, competitive class service in a title eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description NYSIF’s Legal Department reviews a high volume of documents used in NYSIF contracting and procurement of services and commodities. To support the agency’s business and its procedural objectives, the selected Supervising Attorney will supervise a team of attorneys regarding the review, development or editing of contracts, RFPs, proposals, and other agency agreements, including the following lines of business: worker’s compensation insurance claims, financial, investment, real estate matters, information technology agreements. The objectives of the responsibilities will be to review, research and analyze Legal and procurement issues to ensure the fund’s interests are protected.
Counsel will research and present legal advice for the development of contracts and purchases of services and products used by the Fund to issue workers' compensation and disability insurance to policyholder employers. In addition, the candidate must ensure the appropriateness and legal sufficiency of these documents and processes. The attorney will report to NYSIF’s Office of the General Attorney and will be required to advise contract administration and program staff on legal issues relating to NYS procurement and contracting in accordance with Workers’ Compensation Law, State Finance Law, as well as communication, directives, and oversight by the Office of the Governor, the Office of the State Comptroller, the Office of the Attorney General, and the Department of Financial Services.
Supervising Attorney should possess experience negotiating and drafting complex contracts; knowledge of or ability to learn legal provisions for NYS contracts, for example: experience with government procurement (federal, state, or city); and experience advising executive-level management and departmental leadership on contract-related matters.
The preferred candidate will have demonstrated the ability to research and present complex legal and factual information in plain language, by written and verbal communication. In addition, the candidate will be requested to identify the legal implications of contracting policies and procedures established by NYSIF, such as the hearing of bid protests and debriefing requests, NYSIF operations and facilities, negotiated procurement, claims and disputes, data rights, terminations, and best practices.
