Minimum Qualifications Permanent Transfer Candidates: DOH or NYS employee with one year of permanent or contingent-permanent service as a Health Program Administrator, Medical Assistance Specialist 1, Management Specialist 1 or as a Standard Compliance Analyst 1. OR Current DOH or NYS employee with one year of permanent or contingent-permanent service at G-16 or higher and eligible for transfer under Section 70.4 of the Civil Service Law by also meeting the open-competitive qualifications listed below.

Provisional Candidates: Open-competitive qualifications; Bachelor's degree and two years of professional administrative or professional clinical experience in one or more of the following areas: program administrative experience in a health care facility regulated by a governmental agency; responsibility for regulatory compliance and/or quality assurance in a health care delivery system; participating in the development or implementation of state or federal regulations that govern the provision of health care; clinical supervision of staff that provide health related services in a facility regulated by a governmental agency; or evaluating the quality of care provided to individuals to ensure that professional standards of practice are met and services comply with governmental regulations. A Master's Degree in health care administration, hospital administration, health care finance, public health or health policy and management may substitute for one year of experience. General administrative experience in personnel, budgeting, purchasing, security or maintenance is not qualifying. Experience in a physician's office or school setting is not considered qualifying.

Preferred Qualification: Knowledge of Nursing Home surveillance process and State and Federal laws and regulations, excellent communication, written and organizational skills; ability to function independently and to work cooperatively in a team based setting; ability to deal with multiple tasks and priorities; ability to use various computer software programs (Microsoft Word, Excel), and other database applications.

Duties Description Under the direction of the Bureau of Quality and Surveillance Director, the Health Systems Specialist 1 (HSS 1) will maintain the Nurse Aide Registry; assist with review and approval of Nurse Aide Training Programs, Paid Feeding Assistant Programs, and Significant Change Reports submitted by nursing home facilities; maintain the Nurse Aide Training Program Database with accurate and current information on the status of such Programs within nursing home facilities; facilitate the Informal Dispute Resolution/ Independent Informal Dispute Resolution process; prepare and analyze various reports (utilizing ASPEN and the Health Commerce System) for quality assurance functions; and complete any additional assignments as deemed necessary by the Director.
