Minimum Qualifications Promotional candidates must be currently licensed and registered to practice psychology in New York State AND have had one year of permanent competitive or 55-b/55-c service as an Associate Psychologist 2 OR be reachable on the current Civil Service eligible list OR be eligible for transfer under Section 70.1 of the Civil Service Law.

Permanent candidates must hold a current license to practice psychology issued by the New York State Department of Education.

Posted Hiring Salary includes the sum of statutory hiring rate for PS&T Grade 25 ($88,161), increased hiring ($11,200).

Duties Description The licensed psychologist position is part of Statewide Services under the Bureau of Intensive Treatment Services (BITS) and is pivotal to maintaining clinical competence and regulatory compliance throughout the state and is responsible for the support and assessment of health and safety conditions and practices related to psychological, forensic, direct care, and other clinical services at both OPWDD and Voluntary Agencies.

Responsibilities may include but are not limited to, the following:

- Provide consultation directly to Regional, State-Operated and Voluntary psychologists regarding challenging/complex, forensic, dual diagnosis, or children's services cases. This consultation includes court-ordered cases via Criminal Procedure Law (CPL) §730 (individuals who have been found incompetent to proceed to trial), CPL §330.20 (individuals for Not Responsible by Reason of Mental Disease or Defect), Family Court Act §322 (juvenile delinquency proceedings), and individuals who become otherwise involved with the criminal justice system.
- Assist in review of high-risk concerns cases, which require comprehensive risk assessment and intensive case consultation with OPWDD Forensic Liaisons, Chief Psychologists and intra-agency systems (e.g., Parole, Probation, the state and local correctional facilities, courts).
-Develop and/or makes available resources, training and technical assistance to state and voluntary service providers, OPWDD Forensic Liaisons and psychologists who are working with local systems to address the clinical and legal needs of these cases.
-Act as a member of the Statewide Forensic Advisory Committee and is charged with the annual review of all referrals and updated Risk Assessments and Risk Management Plans and progress reports for each resident of the secure Intermediate Care Facility programs
- Serve as a member of the forensic Statewide Admissions Committee and participate in review of all referrals for inpatient care and treatment. The function of these reviews is to provide a close appraisal of an individual's risks to his or her own health and safety, as well as his or her risk to the safety of others in the larger community.
- Act as a member of the Commissioner's Review Committee on Restrictive Behavioral Interventions. The function of this committee protects individual rights and ensuring that appropriate assessment and treatment services are delivered, providing oversight and assurance that health and safety standards and conditions are observed and maintained completely, and addressing any concerns in these areas immediately and appropriately.
- Conduct, or arrange for experts to conduct, agency-wide trainings on Psychology discipline topics to help ensure the use of best clinical practices in the field, including those related to assessment and clinical intervention for individuals with both developmental disabilities and co-occurring psychiatric disorders.
- Perform clinical assessments, forensic evaluations, and other psychological evaluations as assigned.
- Participate in security reviews and other quality oversight activities related to the two inpatient care and treatment settings operated by OPWDD.
- Other duties as assigned by the Bureau Director.
