Minimum Qualifications •Bachelor’s Degree from an accredited institution required and two years of relevant experience.

•Knowledge of and experience with the Statewide Financial System (SFS) preferred.

•Knowledge of and experience with Microsoft Office Suite strongly preferred.

•Demonstrated ability to successfully collaborate with others, a genuine team player.

•Excellent communication and customer service skills.

•A satisfactory equivalent combination of appropriate experience and education as determined by the New York State Office of Employee Relations.


Duties Description Working under the general direction of the Assistant Administrative Officer, the Employee Program Assistant will be responsible for managing a wide range of Finance activities. The Employee Program Assistant will assist with the administration of Agency SharePoint sites. The incumbent will also assist with procurement activities, employee travel, and records management. Duties include, but are not limited to:

•Assist the Assistant Administrative Officer with the preparation of the annual Budget Request.

•Prepare and process all Budget Journals in the Statewide Financial System (SFS) according to the Division of the Budget (DOB) and the Office of the State Comptroller (OSC) regulations.

•Establish all new programs and chart fields as necessary.

•Act as Agency Security Administrator (ASA) and Employee Data Administrator (EDA) to add, remove and change employee data in SFS.

•Prepare and process Refund of Appropriations, Reports of Monies Received and General Ledger Journal Vouchers as necessary.

•Prepare and distribute Monthly Financial Statements to Unit/Committee Directors.

•Ensure the petty cash and panel administration accounts are balanced and operating in compliance with all appropriate internal controls. Issue checks as necessary.

•Oversee procurement cards and assist in the monthly reconciliation.

•Monitor Accounts Payable (AP) Billing invoices and follow-up on outstanding invoices.

•Work closely with OSC, SFS and the Business Services Center (BSC) liaisons on various budget/finance office processes.

•Assist the Records Management Officer in managing agency records.

•Assist the Administrative Officer with maintenance of the OER website and SharePoint sites.

•Review and process procurements, obtain required approvals prior to submission to control agencies, monitor procurements throughout the approval process, and act as a liaison between various procurement agencies.

•Assist with employee travel.

•Process agency identification cards.

•Assist with special assignments and projects as appropriate and necessary.
