Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.

Duties Description As a member of the Statewide Financial System (SFS) Service Delivery Division, the incumbent will be responsible for analyzing, validating, and managing business functional problems of end-users and stakeholders of the State’s enterprise resource planning (ERP) system. The incumbent will play an integral role in the SFS problem resolution life cycle, and will serve as the conduit between the business process user community and the internal SFS teams.
General Job Responsibilities:
• Respond to questions from system users
• Troubleshoot reported issues from system users through testing
• Analyze complex situations and provide solutions
• Define approach for understanding and resolving end-user problems
• Facilitate meetings with internal staff, end-users and management identifying and analyzing end-user problems
• Identify and document the corrective action needed, communicate resolution to end user
• Establish and communicate timetables for completion of resolution
• Upon successful resolution of a problem, ensure resolution steps are clearly documented and conduct knowledge transfer activities with appropriate SFS staff as needed
• Assess the validity of requested feature changes or updates from end-user requests.
• Develop test plans and assist in the analysis of the results
• Monitor for any issues and ensure that they are resolved in a timely fashion
• Perform business analysis intelligence activities such as data mining, writing and running SQL queries to extract data to conduct research
• Serve as subject matter expert (SME) in SFS PeopleSoft Financials functional area(s)
• Ad-hoc project support
