Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.

Qualification/Skills:

Candidates for this position should be self-starters with strong analytical and independent problem-solving skills, including the ability to research, understand and clarify complex issues and requirements. Candidates must also have strong interpersonal, oral, and written communication skills, the ability to prioritize activities and effectively deal with competing demands.

Duties Description The incumbent will be part of a team responsible for the development and transmittal of official DOB communications to State agencies, oversight of the Agency Spending Controls Application, management of the Budget Request process, and budgeting responsibility for the Community Projects Fund.

The Budget Planning Team operates with a significant degree of collaboration, and while this posting is for a specific position, candidates should anticipate cross training on much of the portfolio.

Responsibilities of the Agency Coordination Budget and Policy Analyst on the Budget Planning Team would include, but are not limited to:

• Developing and drafting guidance for agencies based on DOB policy changes and other as-needed exercises to obtain specific Statewide information, namely, at the request of the Front Office;
• Coordinating updates to Budget Bulletins on both an ad hoc and annual review basis;
• Maintenance of the Agency Spending Controls Application: including understanding of policies outlined in Budget Bulletin B-1184, coordinating with ITS on system changes, troubleshooting policy questions from agencies and examiners, and updating the Help Guides;
• Coordination of Agency Budget Request submissions in collaboration with other team members;
• Analyzing process and systems needs and develop/implement solutions to improve the budget process, including the collection of agency information;
• Providing assistance to examination unit staff on specific procedural and other technical questions; and
• Assisting in the planning and centralized execution of the Executive Budget through its enactment.

This position provides the opportunity to work on a wide range of mission critical DOB processes. In performing the above responsibilities, the incumbent will have the opportunity to interact with staff at all levels throughout DOB, the Governor’s Office, and Legislative Bill Drafting. The incumbent will also initiate, and participate in, efforts to improve DOB’s procedures and systems.
