Minimum Qualifications Please Note: There are two positions available.

Ten years of professional experience in research, analysis and/or technical support in the areas of administration, program management, application development or system operations. At least two years of this experience must have been utilizing business systems, processes, and procedures. Three years of the experience must have been at a supervisory level or one year of the experience must have been at a managerial level.
OR
An Associate’s Degree and eight years of the required experience as described above.

OR
A Bachelor’s Degree and six years of the required experience as described above.

OR
A Master’s Degree and five years of the required experience as described above.

Duties Description Under the general direction of Director of Technology Transformation Management and Coordination, the incumbent will be responsible for indirectly validating the agency’s Strategic Plan against the enterprise business model and will help to raise questions about compatibility between them.
To ensure a successful transformation, this position will play a key role in providing guidance to DMV business units, setting up the DMV for future transformative expansion which best supports the employees and customers of the DMV.

Duties include, but are not limited to:

· Develop a business architecture strategy and interpret and contextualize the strategy for operational needs.

· Assess the Business Capability Maturity Model of the agency.

· Provides formal recurring updates and guidance to DMV leadership on DMV Technology Initiatives.

· Define the set of strategic, core and support processes that transcend functional and organizational boundaries; identify and describe external entities such as customers, partners, and external systems that interact with the business; and describe which people, resources, and controls are involved in the processes.

· Drive and facilitate discussions with business leaders to identify business capabilities in relation to current and future business objectives.

· Define the data shared across the enterprise and the relationships between those data.

· Create and maintain business capability, value stream, data, and process inventories.

· Work with functional teams to gather and document the structure of the agency’s business landscape and develop the “to-be” operating model of the organization.

· Lead, build, manage, and enhance the business capability model to drive enablement of the longer-term roadmap.

· Partner in the strategic planning process by providing input to the scope definition of strategic initiatives leveraging capabilities, creating capability Heatmaps to provide visibility to impacts, dependencies, overlaps and opportunities.

· Capture tactical and strategic agency goals which provide traceability throughout an organization and are mapped to metrics that support ongoing governance.

· Capture the relationships among roles, capabilities and business units, the decomposition of those business units into subunits, and the internal or external management of those groups.

· Manage the business architecture governance process.

· Liaise with IT Process and Solution Architects to assist in the creation of technical designs for to-be processes and how those fit into the larger business architecture.
