Minimum Qualifications EITHER: 1) Reachable on the Civil Service eligible list; OR 2) Eligible for reassignment by virtue of having permanent competitive service as a Senior Accountant (G-18); OR 3)Eligible for transfer under the provisions of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.

Duties Description Under the direction of an Associate Accountant, the Senior Accountant will work in the Analysis, Risk, and Control Unit within the Finance Department. The Analysis, Risk, and Control Unit is responsible for the evaluation of Finance Department internal controls, risks, and operations to improve effectiveness, efficiency, and compliance. The unit also serves as the liaison to the Risk Management and Internal Audit departments.
The Senior Accountant is responsible for, but not limited to the following duties:

- Participate in identification and analysis of financial and operational risks
- Review, design, and implement internal controls
- Participate in the review of Finance Department policies and procedures against established best practices and current practices
- Assist in maintaining and reviewing Finance Department polices, forms, and internal operating manual
- Perform compliance reviews and monitoring of Finance Department processes
- Assist and lead process improvement initiatives
- Develop, review, and test the Finance Department’s business continuity plan and operational resilience plans
- Provide scheduled and ad hoc analysis to Finance Management and customer departments
- Review and release ACH transactions and wires
- Act as an administrator for the depository bank and procurement card programs
- Coordinate physical and system access rights for the Finance Department
- Coordinate the accumulation and reporting of Finance Department operating statistics
- Other duties as assigned

Appointment Information
Most employees will be appointed to the Trainee 1 job title.
Appointments to this job title require a two-year traineeship that starts at the Trainee 1, G-14, and advances, after one year of acceptable performance, to Trainee 2, G-16. After one year of acceptable performance as a Trainee 2, employees advance to the Senior Accountant, G-18, job title described above. No further Civil Service examination is required for advancement from Trainee 1 to Trainee 2, or from Trainee 2 to the Senior Accountant.
You must meet the requirements below to qualify for this title:
A bachelor’s or higher degree in accounting, auditing, or taxation;
OR
A bachelor’s or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses. Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
