Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent competitive service as a Program Aide (G13) OR a NYS employee with one year or more of permanent or contingent permanent, competitive service in a title at or above a (G11) and eligible for transfer to a Program Aide (G13) under section 70.1 of the Civil Service Law.
Preferred Qualifications:Basic familiarity with the New York State Master Contract for Grants; a working knowledge of the New York State contracting process, including but not limited to budget development and budget modification; basic understanding of Uniform Administrative Requirements, Cost Principles and Audit Requirements; ability to review records for accuracy and record and track information; assist the Sr Accountant in providing technical assistance to contractors regarding their accounting practices; excellent written and verbal communication skills, organizational skills, and ability to work independently to meet deadlines; Proficiency in the use of the Microsoft Office Suite, with a focus on Excel, is also preferred.
Duties Description The Program Aide (PA) will work in the Bureau of Administration (BOA), Finance and Contract Management Unit (FCM), providing support to the Senior Accountant (SA). The SA is responsible for conducting fiscal reviews of Division of Family Health (DFH) 600+ contracts by reviewing risk assessments, assessing the fiscal health of approximately 300 unique organizations, and completing all respective voucher tracing activities. The PA will assist them in this process by preparing written correspondence to request supporting documentation; monitoring receipt of all documentation; performing initial data entry into the calculations workbook for review by the SA; initial review of contract budget documents and evaluation of documentation to verify the appropriateness of the expenditures as it relates to the goals of the program and the fund source to determine appropriateness of expenses; and other related duties.
