Most candidates join our team through the Budget Fellow career track, which does not require a civil service exam. Starting salaries are based on education and experience:

Budget Fellow I: Salary of $49,835. Requires a Bachelor’s degree.

Budget Fellow II: Salary of $54,570. Requires a Master’s degree; OR, a Bachelor’s degree and one year of relevant experience.

Budget Fellow III: Salary of $59,038. Requires a Doctoral degree; OR, a Master’s degree and one year of relevant experience; OR, a Bachelor’s degree and two years of relevant experience; OR, a Bachelor’s degree and three years of professional experience including one year of relevant experience.

Qualifications/Skills:

The selected candidate will demonstrate excellent critical thinking, quantitative and writing skills. In addition, attention-to-detail, a high-level of competence in Word, Excel and PowerPoint, and the ability to learn budget system applications quickly are important.

Duties Description The General Government and Workforce Unit/Labor Relations Section seeks to fill a vacant position on the General State Charges team. The team represents the Division of the Budget and covers a broad array of labor relations issues including employee fringe benefits, indirect costs, and fixed costs such as litigation and taxes on State owned land.
The selected candidate will be part of a section responsible for the $10 billion General State Charges budget. Section responsibilities include:

• Budgeting state employee and retiree health benefit programs including the New York State Health Insurance Program (NYSHIP);
• Budgeting payments and evaluating policy issues related to the State and City Retirement systems;
• Budgeting and evaluating Workers’ Compensation, Employee Benefit Funds, and Payroll taxes;
• Payment of the state's fixed costs, including public land taxes and court judgments/settlements; and
• Participating in collective bargaining sessions and evaluating proposals.

Responsibilities of the Budget and Policy Analyst on the General State Charges Team would include, but are not limited to:

• Reviewing and evaluating the State’s pension bill, related publications, and the annual NYSHIP rate setting;
• Participating in the process of reviewing legislation and writing bill memorandum on issues that impact the state workforce and general state charges;
• Participating in the review and development of the State Financial Plan;
• Participating in budget preparation and public release of budget materials (briefing to the press, unions, and legislature); and
• Collecting data on the Statewide Cost Allocation Plan and managing the fringe benefit and indirect cost assessment process used to bill state agencies.
