Minimum Qualifications Candidates who meet either of the qualifications listed below (Option #1 or Option #2) are eligible:

Option #1

A. Education

A master’s degree in a mental hygiene discipline (occupational therapy, physical therapy, social work, psychology, recreation therapy, rehabilitation counseling, education, and nursing), hospital/health administration, or other administrative area specifically related to health care, sociology, statistics, or quantitative research, or a license to practice medicine in NYS or Canada.

AND

B. Experience

Seven (7) years of experience in a mental health program or health care setting that includes four (4) years of managerial experience in at least three quality management component areas such as program evaluation, clinical risk management, standards compliance, survey readiness, utilization review, or a closely related area.

Substitutions:

Managerial experience in only two (2) of the quality management component areas noted above requires an additional year of such experience; managerial experience in only one (1) of the quality management areas noted above requires an additional two (2) years of such experience.

A license to practice medicine or a doctoral degree may substitute for one (1) year of the general experience.

Option #2

A. Education

A Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, and nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science from an accredited school; or a valid license to practice medicine in New York State or Canada. Current registration or licensure required where applicable.

AND

B. Experience

Five (5) years of progressively responsible administrative, consultative or supervisory experience in a mental health program including at least one of the following:
1.One (1) year of satisfactory experience in a position comparable to a Clinical Chief of Service (COS) or Director of Mental Health Rehabilitation

OR

2.Two (2) years of satisfactory experience in a position as administrative head of a multi-disciplinary treatment team

OR

3.Two (2) years of satisfactory supervisory, professional or administrative experience in the development, operation and/or implementation of the mental health service delivery system for State facilities, counties or local/private agencies in three (3) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description The DDPC 2 – QM is an essential member of the facility’s Executive Management Team. Under the general direction of the Executive Director and in close collaboration with other facility cabinet level staff, the DDPC 2 – QM participates in developing, implementing, interpreting, and evaluating facility goals and policies to support quality management through providing quality care and clinical treatment by focusing on such areas as outcome measurements, treatment plans, and cultural and linguistic competence standards. The incumbent of this position will be responsible for the oversight of the facility's overall Quality Management Program which includes program evaluation, incident review, risk management, utilization review, consumer satisfaction, survey readiness, medical records, discipline standards, professional growth and development, standards compliance, cultural competence, and performance improvement; and ensures the quality and effectiveness of the care and treatment provided in the facility’s inpatient and outpatient treatment programs.

Additional Comments Bronx Psychiatric Center (BPC), a Joint Commission (TJC) accredited mental health facility located in Bronx, New York, is seeking qualified candidates for the position of Deputy Director, Psychiatric Center 2 – Quality Management (DDPC 2 – QM). BPC operates inpatient, outpatient, and residential programs for adults with mental illness and is affiliated with Albert Einstein College of Medicine. BPC has 154 inpatient beds spanning six units. BPC’s outpatient programs include one (1) outpatient clinic, the White Plains Road Clinic; three (3) Community Service Programs: Health Home Management Coordination (HHMC), Assertive Community Treatment (ACT), and a Mobile Integration Team (MIT); a Residential Village comprised of two (2) Transitional Living Residences (TLR) and a Healing and Vocational Empowerment Network (HAVEN) House; and a Family Care Program. Candidates will also be subject to a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs, and the Statewide Central Register of Child Abuse and Maltreatment (SCR) maintained by the Office of Children and Family Services (OCFS).
