Minimum Qualifications Candidate must have one year of permanent competitive or 55 b/c service in a title eligible for transfer under Section 70.1 of the Civil Service Law. A valid license to operate a motor vehicle in NY State is also required.
Duties Description Under the direction of the Office of Transportation Planning and Environmental Services, the NYS Thruway Authority's Environmental Specialist 2 will: Assist in the development and implementation of environmental policies, procedures and guidelines;
Provide technical expertise to supervisors and program managers on environmental matters related to a wide variety of transportation projects and initiatives; Monitor Thruway projects and operations for compliance with applicable federal, state and local environmental rules and regulations; Investigates alleged violations of environmental regulations, drafts responses, negotiates and recommends corrective action; Conduct environmental analysis and assessments; Reviews and prepares environmental permit applications; Represent the Thruway Authority’s interest at various public hearings and through participation in meetings, taskforces, and forums involving other transportation entities, regulatory agencies and interest groups; Serve as a liaison with various federal, state and local regulatory agencies; environmental interest groups and the public on environmental matters; Conduct and/or participate in special projects as assigned.
The ES2 must also have broad knowledge of, and provide extensive technical expertise and regulatory interpretation, on transportation issues. Additionally, they must have knowledge and expertise in a wide array of environmental matters including but not limited to; environmental considerations for construction, hazardous and petroleum contamination remediation, solid and hazardous waste management.
Knowledge and expertise in the following will also be useful: state pollutant discharge elimination system permit requirements and storm-water management.
A high level of technical expertise in various environmental requirements pertaining to transportation issues is required for this position.
Additional Comments This position is in the CSEA bargaining unit. Travel percentage is 0-4%.
