Minimum Qualifications MINIMUM QUALIFICATIONS:
In title Mental Hygiene Nursing Program Coordinator, M-1;
- OR –
Eligible for 52.6 transfer by way of one year or more of permanent status in a title within 2 salary grade (or one M-grade). Eligibility for 52.6 transfer will be reviewed upon receipt of application.
You must be a qualified employee of the NYS Office for People With Developmental Disabilities or the NYS Office of Mental Health and have had one year of permanent competitive or 55-b/55-c service as follows:
Either A. Nurse Administrator 1, Nurse Administrator 1 (Psychiatric), Nurse Administrator 2, or Nurse Administrator 2 (Psychiatric); AND you must have a bachelor’s or higher degree in Nursing, Nursing Administration, Health Care Administration, Public Health, Community Mental Health, or Health Administration;
Or B. Training Specialist 1 (Nursing) [formerly known as Mental Hygiene Staff Development Specialist 3 (Nursing)], Community Mental Health Nurse, Community Mental Health Nurse (Spanish Language), Infection Control Nurse, Nurse Practitioner (All Parenthetics), or Nurse 3 (All Parenthetics); AND you must have a bachelor’s or higher degree in Nursing, Nursing Administration, Health Care Administration, Public Health, Community Mental Health, or Health Administration.
You must be licensed and currently registered to practice nursing in New York State. If you fail to maintain your registration, action will be taken to remove you from this position.
After two years of the service described above, successful candidates will be qualified for appointment from the eligible list.
Duties Description DUTIES:
The MH Nursing Program Coordinator is responsible for the clinical oversight and supervision of the nursing staff at Capital District DDSO and has a direct impact on the quality of nursing and health care provided to individuals receiving services from OPWDD. Additionally, during the months of June, July, and August ensures the clinical services needed for the Camp Wilton Summer Program are coordinated and provided.
The primary role of this position is to assure that guidance and practices provided to state operated and voluntary providers ensures quality care and compliance with all laws, regulations (including compliance with laws, regulations with NYS Department of Health, Center for Medicaid Services, OSHA, Bureau of Narcotics Enforcement, NYS Education Department and the Center for Disease Control), procedures and standards regarding health care services; provide clinical insight needed in the coordination and development of treatment care plans and programs; maintain and collect data for evaluations and studies to determine the most effective way of delivering services and evaluating the success of treatment; participate with various planning and program development committees, and provide in-service training. The responsibilities of this position will include:
• Maintains oversight of the Nursing Department and directly supervises the nurse administrators and indirectly supervises RNs, LPNs, CMHNs, and agency nurses. Prepares and delivers performance evaluations for direct reports. Conducts supervisory meetings and other duties as needed.
• Shows strong interpersonal skills including leadership, effective communication (both oral and in writing) when working with others and in groups and provides relevant input and feedback.
• Assists Deputy Director with managing the staffing of the department and coordinates with Human Resources in recruitment, hiring, and training.
• Assist nursing department with Electronic Health Records utilization/documentation and trainings.
• Oversight of pharmacy reviews.
• Oversight of nursing department incident reporting and follow up.
• Conducts on-site visits to Capital District IRAs, Day Habs and Adirondack Clinic.
• Maintains oversight of meetings with Treatment Teams to discuss and coordinate individual treatment plans and programs. Follows up to ensure that treatment planning and service delivery are accomplished and documented. Ensures quality care and compliance with all laws, regulations, procedures and standards regarding health care services to approximately 400 consumers.
• Participates in and supervises the development of Plans of Corrective Action related to nursing services for residential and day program sites as assigned.
• This position participates in a bi-weekly Community of Practice with the Statewide Director of Nursing and Health Services. During this meeting the NPCs are updated and informed about any changes needed in the Nursing program for the organization. This information is distributed to Capital District’s management, clinic medical staff and nurses.
• Supports the distribution and sharing of resource information, policy/regulatory updates among nursing staff to ensure all are informed and up-to date on any changes occurring.
• Assists Statewide Director of Nursing and Health Services and other NPCs throughout the state with developing relevant training curriculums that can be utilized across the state to support care to individuals and to ensure compliance with regulations.
• Provides direction, guidance, and training to direct care staff, management, clinic medical staff, and families related to relevant nursing care issues.
• Oversight of Agency nursing contracts/scheduling, expenditures and ensuring the level of services provided by agency nursing is consistent with the standards and practices of OPWDD.
• This role in collaboration with the Infection Control Nurse, provides oversight, direction and policy development as needed or requested and ensures compliance in the infection control aspect of health care for the individuals served (e.g. PPD, PPE Guidance documents in the control of communicable disease and Pandemic planning).
• Supervises the maintenance of medical and other records and files pertinent to the treatment and care of service recipients, and supervises the development of data from records and files for various evaluations or studies to determine the most effective way of delivering services and evaluating the success of the treatment.
• Participates with planning and program development committees as assigned.
• Demonstrates the ability to collect and review information and present salient points in a clear and concise manner to others.
• Assist nursing department with Electronic Health Records utilization and trainings.
• Prioritize tasks that assure the best use of resources and that department outcomes are achieved.
• Able to utilize Microsoft Word, Excel, PowerPoint, SharePoint and other relevant IT programs to support the work of the clinical team.
• Participates on the Administrator on Duty (AOD) rotation.
• Other duties as assigned.
