Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 3, SG25, (previously known as Project Manager 2, SG25) OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
Preferred Qualifications :
• Bachelor’s degree and four years of experience managing complex IT projects
• PMI professional certification
• One year of experience at the supervisory level

Duties Description Under the direction of a senior Project Manager, the Project Manager 3 will be assigned to the Chief Portfolio Office (CPO) - Project Management Office (PMO) within the Office of Information Technology Services (ITS). The incumbent will lead project management teams and oversee project deliverables on various assigned projects within an assigned PMO portfolio: The Project Manager will liaise with various stakeholders and business units inside and outside of the agency to ensure project scope and business needs are clearly identified and met. Duties include but are not limited to the following.
• Manage and oversee all assigned projects utilizing Formal PM Methodology & Standards.
• Develop and maintain all project artifacts.
• Develop, manage and communicate Status Reports.
• Organize, lead/facilitate project meetings and documents/distributes meeting outcomes.
• Use ITS System of Record, ServiceNow (ITSM), Project 2.0 and project SharePoint site for project artifacts and project data up-keep.
• Conduct Project Closeout and document lessons learned sessions.
• Communicate often and appropriately with team, sponsor, and stakeholders
• Provide vision and focus on project deliverables and manage/lead the team to produce those deliverables.
• Provide guidance for use of project management tools and techniques during project work with the team and can train and use PM tools throughout the project life cycle.
• Ensure adherence to Chief Portfolio Office (CPO) Mission and Goals for self and staff.
• Act as a back-up to PMO Lead and participate in PMO Leads meetings as needed; effectively communicate updates and outcomes to staff.
• Ensure that staff are properly trained and provided development opportunities.
• Provide support to Portfolio and PMO management with portfolio and governance request as needed.
• Provide help on ITSM as needed.
• Manage and direct the day-to-day activities of staff, including assignment and monitoring of workloads and management of priorities.
• Perform a full range of supervisory duties
