Minimum Qualifications MINIMUM QUALIFICATIONS:

Permanent service as a Human Resources Specialist 2 (previously Associate Personnel Administrator) in a New York State agency eligible for transfer or;

Candidates must have one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2 and be eligible for transfer; OR Candidates must be eligible for transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades or one M grade of the grade 23 level.

The Civil Service List for Human Resources Specialist 2 may be canvassed. Management reserves the right to consider either a transfer or list candidate.

SELECTION CRITERIA:

Duties Description POSITION DESCRIPTION:

The Office for People with Developmental Disabilities (OPWDD) CNY DDSO provides high-quality, person-centered services, supports, and advocacy to individuals with developmental disabilities in New York State. We are guided in our interactions with the people we serve and each other by compassion, dignity, diversity, excellence and honesty. The Personnel Office represents OPWDD on all matters related to personnel management.


PRIMARY DUTIES AND RESPONSIBILITIES:

Under the supervision of the Associate Director of HR, works closely with senior managers and leadership within OPWDD and various additional agencies such as the Department of Civil Service, State Insurance Fund, Office of State Comptroller, and Office of Employee Relations. Matters include, but are not limited to, confidential and highly sensitive topics related to the recruitment and deployment of staff, reductions-in-force, examination planning, employee benefits, performance standards/evaluations, labor relations, as well as the development statewide policy and procedures. Under the direction of the Director of Human Resources, The Human Resources Specialist 2 supervises a subordinate staff of personnel administrators and clerical employees engaged in activities in support of recruiting, developing and maintaining an adequate and competent organizational work force.

Duties and responsibilities include, but are not limited to the following:

Serve as liaison with OPWDD Central Office managers and employees for staffing, recruitment, position classification, examination planning, and benefits administration.

Serve as the liaison to the Civil Service Department, other state agencies, and outside entities.

Supervise personnel administrators in the areas of staffing and recruitment activities, employee leaves and bi-weekly personnel payroll transactions.

Provide guidance to managers regarding employee counseling, discipline, and other employee relations issues including preparing and presenting 1st Step contract, non-contract and disciplinary grievances and performing investigatory tasks including interrogations.

Meet with and respond to employees’ questions regarding matters of personnel policies, time and attendance rules and regulations, Civil Service Law, contract and non-contract matters, employee safety issues, employee rights, employee benefits, leaves, and all day-to-day operational issues within assigned areas of OPWDD.

Assist with the development of policy and procedures for new initiatives and programs established within OPWDD.

Provide training regarding HR policies and procedures and new guidelines.

Provide assistance on special projects, as needed.

Serve as the Administrator-on-Duty.

Minimal traveling between DDSOs and within the geographic area required.
