Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Must have strong interpersonal, problem solving, decision-making and time management skills; and the ability to work independently, take initiative, and to communicate effectively with all internal and external stakeholders. In addition, the ideal candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing adult care facilities and assisted living facilities in New York State.

Duties Description Reporting to the Program Director or Designee of the Division of Adult Care Facilities and Assisted Living Surveillance, Central New York Regional Office, the incumbent of this position will perform field surveillance activities. The incumbent will be part of an interdisciplinary team with the primary assignment including the inspection of adult care facilities including Assisted Living Programs and Assisted Living Residences located across a 14-county area covering parts of the Northern and Southern Tiers of New York State. These duties include, at a minimum and as driven by the then-current programmatic factors:
Conducting and/or supervising surveillance activities as team leader for annual full inspections and incident, death and complaint investigations; drafting and reviewing of inspection and investigation reports using applicable computer programs; reviewing facility-drafted plans of correction; reviewing program and facility policies and procedures; preparing general correspondence; educating surveillance staff on existing, new or modified policies and procedures; responding to and completing assignments emanating from the Regional Director’s office; assisting with the review of licensure/certification applications; responding to facility communicable disease outbreaks and emergencies and disasters; and participating in enforcement activities that may include provision of subject matter expert testimony.

Additional Comments This position will at times require long distance and overnight travel not served by public transportation and proof of vaccination against COVID-19.
