Minimum Qualifications Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or OPWDD's Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.

Duties Description The Office for People With Developmental Disabilities (OPWDD) is seeking a Contract Management Specialist 1 to manage contract processing within the Bureau of Central Operations. This position will assist the CMS-2 with the management of the approx. 170 lease contracts OPWDD has across the state. They will also manage SEMP, CRISIS, SLG/FSS/ISS and other special contract processing as needed.
Primary Duties and Responsibilities:
Ensure the correct processing of monthly payments for approximately 170 State leases, by completing requisitions, purchase orders and coordinating with the NYS-Business Service Center (BSC)
Audit lease related bills (estimated 25-35/month) to be sure reimbursement is allowed under the lease and that they are mathematically correct before payment is made, while staying within the 30 day time frame for prompt payment.
Under the direction of the CMS-2, work with DASNY and OPWDD staff to identify new leases, lease modifications and lease renewals.
Process Local Assistance advance and final payments for all Chapter 620 and Other than Chapter 620 Funding paid to voluntary providers through their respective County or NYC. Review contract, budget, claim information and applicable state aid approval levels to determine the appropriate closeout amount. Provide technical assistance to the counties and New York City to resolve questions and issues that arise related to Local Assistance Funding.
Serve on the Consolidated Fiscal Reporting Interagency committee to provide technical expertise on budgeting and claims schedules.
Coordinate and process contracts, payments and expenditure information applicable to all of OPWDD's CRISIS/START/SLG/Special Contracts.
Review contracts and budgets so they can be submitted to OSC for approval and entered on the Statewide Financial System (SFS). Review and process quarterly and final payments based on approved Consolidated Financial Report information. Provide technical assistance and guidance to resolve any questions and issues that arise.
Manage SEMP contract processing in SFS and TABS to ensure proper payments are made thru OPWDD's SEMP on-line recording system.
Possess and maintain a technical working knowledge of SFS. Able to act as a liaison between OSC and SFS staff to help identify and resolve system issues and concerns. Create, submit and monitor help desk tickets sent to SFS regarding the areas of responsibility, summarizing potential issues for SFS review and resolution.
Assist the CMS-2 with duties related to processing payments via the Voucher Processing System and any special payment related directives that arise from Division leadership.
Working knowledge of SFS and OPWDD's TABS system.
