Duties Description The Office for People With Developmental Disabilities (OPWDD) is seeking a Contract Management Specialist 2 to manage the Voucher Processing and Lease Management Units within the Bureau of Central Operations. This is a critical position that will manage 100% state funded payments to OPWDD's network of provider agencies responsible for supporting and serving individuals with Intellectual and Developmental Disabilities, as well as the management of the approx. 170 lease contracts OPWDD has across the state.
Primary Duties and Responsibilities:
-Manage OPWDD's Voucher Processing Unit, which is responsible for the processing of all State Paid claims, including Medicaid mirrored services, property payments, State Paid Respite/Supported Employment, Family Care, Assistive Support prices, and SFS direct entered reimbursements.
-Supervise a Grade 18 CMS-1, Grade 9 Office Assistant 2 and Grade 14 Office Assistant 3. Monitor time and attendance, work performance and prepare yearly evaluations.
-Working knowledge of the BCF (Voucher Processing System) including the ability to track and enter claims, verify rates, verify client residential statuses, run reports, and process payments for vendors via accounts and cost centers information.
-Direct and manage the unit's work-flow from receipt through payment processing within strict payment timeframes. Responsible for checking,
approving and batching all unit vouchers for payments, and monitoring periodic Voucher Processing auto runs.
-Respond and coordinate requests from OPWDD's Budget Office and ensure all voucher information is entered correctly on the shared Budget tracker.
- Oversee the management of OPWDD's lease contracts by the CMS-1. Acting as the liaison to DASNY , OSC and OPWDD's Real Property and Budget Units to ensure adequate lease funding. approvals and proper administration.
-Direct the CMS-1 in establishing requisitions and purchase orders timely and correctly to ensure proper monthly rent payments and ancillary reimbursements in accordance with the individual lease contracts.
