Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Candidates must have permanent status as a Payroll Examiner 3, Grade 18, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law.
Duties Description The Office of Mental Health (OMH) is recruiting to fill a Payroll Examiner 3, Grade 18, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office, Consolidated Payroll Service Unit (CPSU) is responsible for processing payroll transactions and providing payroll services for 24 OMH psychiatric facilities and OMH Central Office staff. The incumbent will will supervise and monitor the daily functions of Team Leaders and other subordinates and ensure staff accurately process/audit payrolls; implement contract initiatives; and report requirements in accordance with OSC Payroll Bulletins, GOER directives, and Civil Service Memorandums. Specific duties may include, but are not limited to, the following:
Ensuring team leader work is organized; established OSC deadlines are met; tasks are prioritized as necessary to achieve unit goals; propose, develop, and implement solutions on payroll issues.
Communicate and resolve issues with the Office of the State Comptroller; review that all spreadsheets and databases are being updated by Team Leaders as instructed.
Ensure attendance expectations are clearly stated and monitored; conduct interviews for new payroll and support staff; oversee the assignment and completion of special projects including annual audit of salary factors, special payments, etc.
Ensure compliance in directives issued by OSC or DOB; and communicate with facility personnel offices and other outside units to resolve ongoing payroll issues.
Support a variety of payroll functions, including but not limited to, participating in Payroll User Groups and Agency work groups.
Provide reports and payroll technical expertise to other units, such as Investigations, Human Resources, and Employee Relations to facilitate ancillary processes; coordinate, track, and complete Summer Teacher listings and rates; ensure all April and October tasks related to salary increases are completed.
Run queries from PayServ and Control D reports to ensure performance advances are paid accurately; check large overpayments and request longevity checks back; and ensure that all calculators and spreadsheets are updated by staff with the most current salaries and additional pay factors.
