Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Information Technology Specialist 2, Grade 18.
OR: New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Information Technology Specialist 2, Grade 18, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Knowledge and familiarity with the Title XIX Medicaid Program; knowledge and familiarity with large scale claims processing systems, such as New York’s Medicaid Management Information System (eMedNY); some knowledge and familiarity with Claims, Finance and Third-Party Liability processes and procedures; ability to develop and maintain working relationships with other bureaus within OHIP, other departments and federal agencies; excellent communication skills, including the ability to effectively communicate, both orally and in writing, with others in explaining systems issues and Department initiatives; and ability to effectively manage work on several problems, issues or projects simultaneously.
Duties Description Reporting to the eMedNY Operations Claims, Finance and Third-Party Liability Team Lead this position will assist in the operation of the Claims, Finance and Third-Party Liability domains of the NYS Medicaid Management Information System (MMIS), eMedNY.
Duties include acting as ongoing liaison with the fiscal agent, other state agencies, local districts, providers, and federal representatives. Incumbent will provide organizational coordination and assistance as required to facilitate the implementation of Medicaid initiatives.
The Claims, Finance and Third-Party Liability Team manages the information and decision support systems needed to make appropriate Medicaid payments for covered services, maintain reference files, and create financial reports as required by law and DOH policy as it relates to the MMIS
Specific responsibilities and duties will include:
• work collaboratively to identify and resolve Claims, Finance and Third-Party Liability domain problems and issues to assure that ongoing eMedNY operations are performing efficiently;
• provide SME support as needed for eMedNY Claims, Finance and Third-Party Liability MMIS System evolution initiatives;
• analyze and evaluate Claims, Finance and Third-Party Liability Subsystem processes and interfaces to identify and reconcile issues;
• report and provide support to eMedNY management on Claims, Financial and Third Party-Liability issues; and, as directed, collaborate in and support the design, development and implementation of activities necessary to maintain DOH support functions with other state agencies, other federal agencies and the provider community;
• work collaboratively to interpret Medicaid policy with regard to systems functionality, and participate in the development of DOH Medicaid initiatives;
• represent the DOH and eMedNY at seminars and training sessions as needed.
