Section 70.4 Transfer to Education Credentials Specialist Trainee 1: Candidates may be eligible for nomination for Section 70.4 transfer to Education Credentials Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list, Professional Career Opportunities (PCO) Select Titles eligible list, or the Public Administration Traineeship Transition (PATT) eligible list.



Duties Description The New York State Education Department’s (NYSED) Office of Higher Education is seeking candidates for two Education Credentials Specialist 1 positions in the Office of Teaching Initiatives (OTI). The primary function of OTI is to process educator certificate applications. Under the direction of an Education Credentials Specialist 2, duties of these positions include, but are not limited to, the following:

• Conduct a thorough, accurate and timely evaluation of educator certificate applications in accordance with applicable NYS Education Law, Commissioner’s Regulations, and educator certification policy and procedures;
• Conduct a thorough, accurate and timely review of educator certificate application evaluations completed by BOCES Regional Certification Officers to determine the accuracy of their evaluations;
• Communicate in a professional, accurate, and timely manner with applicants, colleagues, and other customers that may include higher education faculty, administrators, staff, school, district and BOCES personnel, via telephone, written and electronic correspondence, and in person; and
• Perform other related duties, as assigned.


Additional Comments CONDITIONS OF EMPLOYMENT: OHE-918/20064 will be a contingent permanent appointment and OHE-931/14639 will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Credentials Specialist 1, SG-18. The hiring rate for candidates appointed to Education Credentials Specialist Trainee 1 starts at $46,529 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
