Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Coordinator, Educational Aid Services.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-27/M-2 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have:

Either 1: One year of permanent competitive or 55 b/c service as a Chief Budgeting Analyst, Supervising Budgeting Analyst, Supervisor of School Financial Aid, Assistant Director Financial Administration 1, Assistant Director Financial Administration 2, Education Finance Specialist 3, Education Finance Specialist 4, Associate in School Business Management, Associate in School Financial Aid, or Associate in Educational Finance Research;

OR 2: Bachelor’s degree or higher AND six years of professional level experience in educational administration where the primary duties (greater than 50%) involved education finance, education finance research, or fiscal management. This experience must have been within an elementary, middle or secondary educational institution, or in an educational oversight agency. Three years of this experience must have been at the supervisory level; or one year of the experience must have been at a managerial level. A Juris Doctorate or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Non-Qualifying Experience: Examples of non-qualifying experience include, but are not limited to, experience as a K-12 Classroom Teacher, Tenured College Professor, Adjunct Professor, Graduate Assistant, Teaching Assistant, School District Official or School District Administrator in which the primary duties (greater than 50%) DID NOT include education finance, education finance research, or fiscal management

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Coordinator, Educational Aid Services position in the Office of Educational Management Services. The incumbent of this position will be responsible for the management and direction of the Office of Educational Management Services. Duties of this position include, but are not limited to, the following:

• Work with school districts to ensure they use State school aid efficiently and effectively;
• Oversee the reorganization processes for school districts and BOCES;
• Provide intensive technical assistance to school districts related to fiscal health and internal controls;
• Manage both the fiscal oversight and transportation safety aspects of the Office of Pupil Transportation;
• Work with BOCES to facilitate the use of shared services around the State, and permit the use of BOCES aid where applicable under the statute;
• Manage the Smart Schools Bond Act program;
• Meet with the Board of Regents, Commissioner, State Legislators and their staff, and others to discuss the Regents Proposal on School Aid; and
• Supervise staff in the office of Educational Management Services.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment or a temporary provisional appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Provisional candidates must take the examination for Coordinator, Educational Aid Services when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
