Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Program Research Specialist 2 or Program Research Specialist Trainee 1 Civil Service eligible list. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer to Program Research Specialist 2: Candidates must have one year of permanent competitive or 55b/c service as an Assistant in Education Research.
Section 70.1 Transfer to Program Research Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service as a Program Aide. Candidates must also possess a bachelor’s degree and nine semester credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling.

Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Program Research Specialist Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title salary grade 11 or higher AND have standing on the Program Research Specialist Trainee 1 eligible list AND possess a bachelor’s degree and nine semester credit hours in statistics, economics, econometrics, research methods, data analysis, or data modeling.

Section 52.6 Transfer to Program Research Specialist 2: Candidates must have one year of permanent competitive or 55b/c service in a title allocated 16 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Section 52.6 Transfer to Program Research Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 11 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55b/c Appointment: These positions are eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services (ACCES) is seeking candidates for two Program Research Specialist 2 positions in the Data Unit. The Data Unit supports all ACCES offices, provides data and reports to meet federal reporting mandates, measures program performance and effectiveness, and supports policy and budgetary decisions. The Data Unit works closely with Information Technology Services (ITS) staff in the development of new software for ACCES offices. Duties of these positions include, but are not limited to, the following:

• Analyze and interpret data pertaining to ACCES program and fiscal offices;
• Select the appropriate methods to follow in analyzing and evaluating data, including considering the sources of data and the statistical tools to use to support ACCES initiatives;
• Determine the kinds of information needed and the data sources and collection methods to follow in fulfilling data requests;
• Evaluate various program areas including policy, procedure, legislation, objective, and cost effectiveness;
• Identify actual or potential problem areas, trends, program accomplishments, and additional key factors in the program being studied;
• Measure progress toward program objectives;
• Evaluate the effectiveness of alternative or corrective actions being considered for implementation by the program area; and
• Prepare tables, graphs, fact sheets, and written reports summarizing research results using a variety of data analytic tools (SQL, SAS, Power BI, Excel, etc.).

Additional Comments CONDITIONS OF EMPLOYMENT: ACS-2677/03018 will be a contingent permanent appointment and ACS-2678/40632 will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and credit hours will be required at the time of interview for all candidates.

These positions may be filled as a traineeship. The salary above applies to candidates appointed to Program Research Specialist 2, SG-18. The salary for candidates appointed to Program Research Specialist Trainee 1 starts at $45,617 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
