Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications;
The preferred candidate will have experience with interpreting legislation, rules and regulations and ensuring compliance; analyzing both qualitative and quantitative data; collecting and analyzing information to develop reports/recommendations; oversight of procurement activities, including but not limited to, processing payments in SFS and management of DOH-funded programs designed to enhance the quality of life or life experience of vulnerable populations. The preferred candidate will have strong organizational skills, decision-making and time management skills, an ability to adapt to changing priorities and timeframes and will be able to communicate effectively with internal and external stakeholders. Grant and/or Contract Management experience is a plus.
Duties Description The incumbent will have oversight for all Surveillance Unit activities including, but not limited to: Initiating and facilitating enforcement action against Adult Care Facilities (ACFs) found to be in violation of regulations and laws governing ACFs; Developing, implementing and overseeing operational policies and procedures related to the statewide surveillance of ACFs; Managing the Division's Enhancing the Quality of Adult Living Program including coordinating the application, review and award processes and conducting appropriate audits to ensure proper spend down; Facilitating review and approval of contractor vouchers; Conducting character and competency reviews; Serving as Chair/Co-Chair to the Division's Quality Assurance Committee; Supervising staff; and Communicating with internal and external stakeholder. The incumbent will also coordinate Central Office Justice Center (JC) incident report activities.
Additional Comments Contingent-permanent, full-time. Occasional travel to areas where public transportation may not be available. Transfer candidates may be asked for SSN to verify title history and eligibility. Some positions may require proof of Covid-19 vaccination before starting employment.
