Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, Grade 18, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer, via 52.6 or 70.1, to a Health Program Administrator, Grade 18.

Public Candidates: Active list candidate on the Professional Career Opportunities (PCO) eligible list #26-570 with a score of 100 or higher, OR qualified 55-b/c candidate in possession of a bachelor's or higher degree.

Preferred Qualifications;

The preferred candidate will have experience with the Statewide Financial System, Grants Gateway, and interpreting federal and State regulations. The HPA will be familiar with State purchasing policies and procedures, and the implementation of program policies and procedures, and will possess the ability to initiate, develop, and execute program-specific formal procurements such as: Request for Proposals, Requests for Applications, and Invitations for Bids.

The candidate will have experience with Microsoft Excel functions used to analyze data and improve workflow, and strong analytical, organizational, written, and verbal communication skills.

Duties Description The Health Program Administrator (HPA) position is located in the Division of Nutrition's (DON), Bureau of Supplemental Food Programs (BSFP), Fiscal Management Section (FMS). The FMS is responsible for fiscal oversight and management of the New York State (NYS) Special Supplemental Nutrition Program for Women, Infants and Children (WIC).

The HPA will assist an HPA 1 with the development, evaluation, and scoring of procurements such as Request for Applications, Request for Proposals, and Invitation for Bids. The incumbent will also assist with auditing and processing multi-year contracts, contract amendments, and purchase requisitions. Duties will include using a state procurement card; reviewing and processing purchase requests and approval tracking; order processing and payment; procurement card reconciliation; and certification with DON and BSFP staff, vendors, and personnel outside DON, including staff at the Business Services Center, Bureau of Contracts, and Bureau of Budget Management.

Additional Comments Full-time, permanent appointment. Transfer candidates, you may be asked for a Social Security Number to verify your transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.
