Minimum Qualifications Candidates must possess a New York State Professional Engineer License and current registration. To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The prospective candidate may be assigned to either Residency Group, Highway Maintenance, and/or Bridge Maintenance. Additional details and preferences will be discussed during the interview. The following are the general duties and responsibilities:

• Serve as a Resident Engineer (RE) for designated area within the New York City. Additional responsibilities include but not limited to:

* Coordinate maintenance efforts for the assigned highway maintenance residency in compliance with the policies and goals established by the Department.

* Monitor road conditions, develop solutions, and work orders to repair, restore and preserve State roads.

* Coordinate with NYC agencies and Department unit’s maintenance plans, projects, and work orders necessary for the upkeep of State Roads.

*Manage Residency responses to emergencies and incidents requiring Department action. On call for 24/7 to handle emergencies.

• Inspect and evaluate both structural and safety flags on State owned bridges.

• Inspect and resolve all bridge related emergencies and complaints.

• On call 24/7 to handle flags and emergencies.

• Prepare detailed work order for both flags and non-flags repairs on bridges.

• Coordinate with various Regional Groups and NYCDOT to resolve all flags and bridge related work / emergencies.

• Coordinate with various NYC Agencies; including, NYC Homeless services, NYC Sanitation, NYPD, and NYSDOT Construction to resolve homeless issues / concerns.

• Lead quality assurance team on all partial and final inspections for State construction contracts.

• Review and resolve all bridge RCN / CAG.

• Coordinate and review contract plans and permits.

• Respond and resolve on-going construction contract issues.

• Manage and monitor cost, progress, and database for the various Where and When Contracts.

• Maintain and manage the safety and structural flag’s database.

• Attend / coordinate monthly State-City task force meetings.

• Prepare IPP (Initial Project Proposal) and Scope of Work for Maintenance Projects.

• Develop PSE (Plans, Specifications and Estimate) for Maintenance Projects.

• Schedule, Coordinate and Perform Partial and Final Inspection of Construction Contract

• Lead and Represent Maintenance on various Asset Management Teams.

• Comply with all Department policies, procedures, guidelines, including ethics and public officer rules, state laws and regulations, health, and safety policies.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
