Minimum Qualifications Minimum Qualifications
Candidates must be reachable for appointment on the current Civil Service eligible list for the title, or
Reassignment - Currently in the title and an employee of DEC, or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis, or
Transfer Eligible - One year of permanent competitive service at Salary Grade 16 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; or
Eligible for transfer under Section 70.1: Permanent competitive service as a Public Participation Specialist 1, Environmental Educator 2, Environmental Program Specialist 1.
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
Minimum qualifications for candidates eligible for 55-b/55-c appointment or 70.4 transfer:
Either 1. A bachelor's degree in environmental planning; environmental science; environmental studies; natural, biological or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND TWO YEARS of professional experience in developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs;
OR 2. An associate's degree in environmental planning; environmental science; environmental studies; natural, biological or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism; AND FOUR YEARS of professional experience in developing technical presentations; planning and facilitating public meetings; presenting training or educational materials; or implementing public involvement programs;
Substitution: A Masters' degree in environmental planning; environmental science; environmental studies; natural, biological or physical science; civil, environmental, or geological engineering; public administration; public relations; political science; urban planning; urban studies; communications; or journalism can substitute for one of year of experience.
Duties Description A Public Participation Specialist 1 is engaged in the preparation of written material, editing and dissemination of informational material concerning the programs and activities of the Department of Environmental Conservation (DEC) through various means with the objective of conveying this information to all DEC constituencies. The Public Participation Specialist 1 analyzes DEC programs and proposed actions; identifies key issues; communicates proposed programs and actions to the public through traditional media outlets, social media, and written and oral communications; and develops ways and means to solicit input from the public, through a variety of outreach strategies.
Requires excellent written and oral communication skills for interactions with executive and management, co-workers, representatives of media, elected officials, and the general public. Requires familiarity with Microsoft Office products used for DEC email and letters, and an ability to create clear narrative documents. Must establish and maintain effective working relationships with a variety of staff at all levels and the public through good listening and teamwork.
Additional duties for the OEJ Public Participation Specialist will include but not be limited to:
Assisting agency programs in implementation of environmental justice and disadvantaged communities' consideration requirements; fostering communication and education between agencies, municipalities, and organizations about environmental justice and the office; promoting and represent the office internally and externally; performing permit and public participation plan reviews; assessing the potential for environmental justice initiatives to be incorporated in programs and other opportunities; developing and deliver trainings related to environmental justice; webpage editing and drafting of letters, work with OEJ Grants Administrator and other program staff to develop press releases, emails and newsletters highlighting OEJ topics, grant opportunities and showcasing grant recipients; reviewing and assessing policies, legislation, regulation, and procedures; assisting in the scheduling and facilitation of public and stakeholder meetings; assisting in the creation of training materials; and performing tasks as assigned by the director
Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel and overnight travel may be required.
