Non-Competitive Promotional Opportunity (Section 52.7 of Civil Service Law)

In accordance with Section 52.7 of Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Supervising Medical Technologist at the Nathan S. Kline Institute for Psychiatric Research. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Supervising Medical Technologist position consists of candidates who have one year of permanent service as a Medical Technologist 2 and possess a license and current registration to practice as a Clinical Laboratory Technologist in New York State.

Duties Description The OMH Clinical Laboratory is a full-service clinical laboratory, performing much of the routine lab work for Office of Mental Health (OMH) facilities. Specimens are collected at clinical facilities, pre-processed, and transported via couriers to the OMH Clinical Laboratories. Testing is performed in the areas of hematology, chemistry, urinalysis, bacteriology, serology, and special chemistry.

Duties of the Supervising Medical Technologist will include, but not be limited to:
• Supervises the operations of an assigned clinical laboratory program area(s) and the activities of Medical Technologists 1 and 2, and other clinical laboratory staff.

• Determines staff schedules and assignments; prepares and coordinates performance evaluations and competency assessments with laboratory management; and provides technical guidance and
training on laboratory techniques, methodologies, and the use and proper function of equipment.

• Working with department supervisors and assistant managers to organize and manage all aspects of the Clinical Laboratory testing.

• Coordinates clinical laboratory procedures and tests with other laboratory specialty program areas, as necessary.

• Maintains inventory control systems; ensures proper storage, availability, and efficient operation of laboratory supplies, instruments, and equipment.

• Reviews laboratory procedures, tests, and corresponding documentation completed by subordinate staff to ensure accuracy, completeness, and compliance with applicable standards, operating procedures, and regulatory requirements.

• Performs the functions of the lab quality officer, including providing oversight for the following: the laboratory quality management plan, quality improvement monitors and initiatives, quality reports, accreditation compliance, proficiency testing, safety, training and competency assessment.

Additional Comments Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
