Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as an Administrative Assistant 1 (formerly Secretary 1), Grade 11, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Administrative Assistant 1 title; OR be eligible to transfer via Section 70.1 of the Civil Service Law into the trainee levels (Administrative Assistant Trainee 1 or 2). In order to be eligible for a 70.1 transfer, candidates must have one year of permanent competitive or 55 b/c service in a qualifying Grade 6 to 13 title.

Candidates who are not transferring from a keyboarding title must possess adequate keyboarding skills (i.e., the ability to type 30 words per minute with at least 96% accuracy) as demonstrated by passing the Keyboarding Performance Test.

A two-year traineeship (Administrative Assistant Trainee 1 & 2, NS=Grade 8 & 10) leading to Administrative Assistant 1, Grade 11, was approved effective October 31, 2019. Trainees will be required to take four mandatory courses the first year of the traineeship and four elective courses in the second year of the traineeship in four competency areas through the CSEA Partnership or equivalent offerings through another entity as determined by the agency. All trainees are required to successfully complete all courses before advancing to Administrative Assistant 1, G-11.

All OMH Central Office employees who are vaccinated for COVID-19 must show proof of vaccination. Fully vaccinated means that two (2) or more weeks have elapsed since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen). Those not vaccinated must indicate this. Vaccination is required for many OMH positions but not all. Those not vaccinated for COVID-19 are ineligible for appointment to positions that require vaccination.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Administrative Assistant 1, Grade 11/Administrative Assistant Trainee, NS, position assigned to the Office of the Executive Deputy Commissioner, Central Office Operations Support Services (COOSS). The incumbent will be responsible for providing administrative support to COOSS which is responsible for planning, coordinating, and administering such office services function as space planning, security, health and safety, procurement, and parking services for OMH Central Office. Specific duties to be performed may include, but are not limited to the following:

Review ID & permit applications for completion and enters the information in compliance with the NYS ID application process.

Monitor the COOSS mailbox; provide timely responses or forward to an appropriate staff member if needed.

Interact in person, by phone, mail, and email with a variety of individuals concerning COOSS activities and projects.

Receive, record, and handle or refer incoming correspondence and telephone calls.

Submit work request and ITSM tickets on behalf of employees to address building issues and concerns.

Develop and maintain an office filing system and computer files.

Receive, process, and maintain documentation related to surplus equipment & furniture inventory. Provide routine reports to OMH’s Statewide Surplus Coordinator.

Handle the filing and retention of purchasing documentation and Health & Safety correspondence.

Develop a centralized management system for fleet cars at 44 Holland Avenue.

Schedule office or cubicle moves and assist with technology issues as needed.

Register building visitors into the Passage Point system.

Coordinate arrangements for meetings, courses, and other gatherings by arranging for rooms to be set up and ensuring that appropriate materials and equipment are available.

Work with OMH and COOSS staff on special projects as needed.

Additional Comments The salary listed applies to candidates appointed to Administrative Assistant 1, SG-11. The salary for candidates appointed to Administrative Assistant Trainee 1 starts at $35,528 and, for current New York State employees, is based on the candidate’s salary at the time of hire.
