Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 3.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Program Research Specialist 3. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service in any of the following titles: Associate in Education Research, Associate Statistician, or Environmental Specialist 2.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated 21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
PREFERRED QUALIFICATIONS:
Preference may be given to candidates who have:
• Proficiency in data analytic software, such as SAS, SQL, SPSS, MS Excel, and Access.
• Experience with querying large data sets and are able to demonstrate the ability to identify, interpret and apply business requirements.
Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Program Research Specialist 3 position in the Office of Information and Reporting Services This Office is responsible for collecting and reporting data for school districts, public schools, charter schools, and nonpublic schools in New York State. The incumbent of this position will serve a critical role in the continued quality of P-12 and higher education data and processes. Duties of this position will include but not be limited to:
• Participate in the design, development, and implementation of data collection processes, reporting systems, and performance indicators for P-12 and higher education data systems;
• Validate information and engage in quality control of tables, code, and reports to ensure accuracy, identify trends, and highlight significant deltas;
• Complete, interpret, and review documentation of data analysis, quality control, public facing and internal data reporting;
• Demonstrate strong oral and written communication with P-12 program offices, staff, contractors, and technical specialists;
• Provide technical assistance and guidance to schools, local educational agencies, other public or private organizations, professional groups, parents, and all external stakeholders.
• Develop and recommend changes in policy and procedures to improve program effectiveness; and
• Work independently, and closely with the Program Research Specialist 4, on highly sensitive issues with major policy implications.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of coursework and experience will be required at the time of interview for all Eligible List candidates.
* Leads to a maximum salary of $100,342 based on annual performance advances.
