Minimum Qualifications A Master's degree in Biology, Public Health, Epidemiology, Infection Control, Statistics/Biostatistics, Biomedical Science, Environmental Health, Environmental Science, or a related field, and five years of post-degree professional research experience in the appropriate field; or a Doctoral degree in one of the above fields, and three years of post-degree professional research experience in the appropriate field.

Preferred Qualifications: "Preferred Qualifications: The preferred candidate will have experience in drug user health or a related field such as public health, public policy, epidemiology, sociology and experience developing, implementing and evaluating policy-focused population-based strategies. Preferred candidates will have experience in a leadership position overseeing a multi-component public health program including staff supervision, State and Federal budget management, grant writing and directly contributing to legislative proposals to advance public health. The preferred candidate will have experience addressing issues pertaining to disparities in health equity in public health, including experience working with historically marginalized communities, and the potential associated impacts on health and health outcomes. Preferred candidates will have exceptional and demonstrated leadership, organizational, analytical, and written/verbal communication skills including presenting in public forms.
Preferred Qualifications:
-Master’s or Doctoral degree in public health, epidemiology, statistics, biostatistics or closely related field.
-Intermediate or advanced knowledge of SAS, geographical information systems (GIS) and Tableau..
-At least 2 years experience integrating health equity principles into surveillance, epidemiology and research.
- At least 2 years experience analyzing population-based survey data.
- At least 2 years experience in drug overdose surveillance, epidemiology or research.
- At least 2 years experience with supervision of research and data analysis staff.

Duties Description "The Research Scientist 5 will serve as the lead of the the newly formed Drug Surveillance and Epidemiology Unit within the Office Drug User Health (ODUH). This unit will work to synthesize overdose related data from a variety of sources across the New York State Department of Health bureaus and programs as well as other state agencies including Office of Addiction Services and Supports (OASAS) and Office of Children and Family Services (OCFS). This data includes but is not limited to mortality/morbidity data, Emergency Medical Services data, syndromic surveillance data, Statewide Unintentional Drug Overdose Reporting System (SUDORS) and Rapid Overdose Death Detection (RODD) data, Overdose Detection and Mapping Application Program (ODMap) data, naloxone, buprenorphine, Syringe Exchange data, Adverse Childhood Experiences (ACEs), Behavioral Risk Factor Surveillance System (BRFSS) as well as all related program and intervention related data. In the analysis of the wide variety of data sources located throughout the department and other state agencies the incumbent will seek to identify changes in trends and propose practices or policies based on these findings to inform the state's goal of driving down drug overdose.
Currently there is no centralized office in the department that provides oversight and structure to the vast and ever changing drug related data sources. The current de-centralized data system prevents a full understanding of the epidemic. Coordination of both near real time data as well as large administrative data will allow all relevant data sources to be cross referenced. This will ensure that the most accurate and timely data inform our action. The position is essential to ensure the health and safety of New Yorkers at risk for and affected by the devastation of overdose. This position directs the design, collection, analysis, and dissemination of overdose data to provide the state with complete, accurate and timely overdose related data to support New York’s drug overdose response. This position will collaborate closely with other bureaus and programs within the Department to support the Department’s drug overdose surveillance and to inform overdose prevention and response activities. The incumbent will collaborate with other data leads and epidemiologists across the department to ensure no duplication efforts.

This position serves to enhance data-driven decisions of overdose prevention activities by providing the Office of Drug User Health and other key partners with data, preparing data reports. The incumbent will provide clear, accurate, and complete epidemiology reporting to the public, the Department of Health, and other agencies, including dissemination of data in multiple forms such as fact sheets, reports, and professional presentations to reach broad and varied audiences.
