Minimum Qualifications Minimum Qualifications

Bachelor's degree in Business, Public Administration or a related field and at least ten years experience in governmental relations or the legislative process. In-depth knowledge and understanding of the New York State Legislative process and ability to analyze and make recommendations on complex legislative policy issues.

Preferred Qualifications

Advanced degree in Business, Public Administration or a related field, and twelve years of experience in governmental relations or the legislative process. In-depth knowledge and understanding of the New York State Legislative process; familiarity with New York State legislature and agencies, key staff, and decision makers; and ability to analyze and make recommendations on complex legislative policy issues.    

Knowledge of computer applications/databases such as Lexis/Nexis, Westlaw, PACER and Legislative Retrieval System (LRS).

Duties Description Primary Purpose

Work directly with the Executive Management and DASNY staff to develop DASNY’s legislative agenda, manage DASNY’s governmental affairs program (which may include representing DASNY before the Legislative and Executive branches of government) and advise Executive Management and DASNY staff on legislative and other intergovernmental matters.

Essential Functions

Perform research and analysis on pending legislative and budget proposals relating to or affecting DASNY; advise Executive Management and DASNY staff of the impact of such proposals on DASNY and recommend appropriate responses to these proposals.
Work directly with Executive Management and DASNY staff to plan, coordinate and implement DASNY's legislative program and other matters pertaining to intergovernmental relations.
Serve as DASNY’s day-to-day contact with legislators and legislative staff on legislative activity, and legislative programs.
Develop and maintain professional contacts with elected and appointed officials and representatives of all governmental agencies, regulatory and legislative bodies.
Coordinate and manage the responses to information requests from legislators, legislative staff, and the Governor’s office pertaining to DASNY’s legislative proposals, grant programs, and other inter-governmental matters.
Manage DASNY’s legislative program and solicit legislative support and sponsorship in coordination with Counsel’s Office.
Facilitate and guide legislative proposals through the legislative process and make recommendations regarding effective strategies for achieving enactment in coordination with Counsel’s Office.
Manage process of monitoring, tracking and responding to legislation that impacts DASNY in coordination with Counsel’s Office.
Review newly enacted legislation for provisions which affect DASNY; ensure awareness, understanding and impact of newly enacted legislation to applicable DASNY personnel.
Coordinate with Counsel’s Office to ensure development of DASNY positions on legislation and make recommendations with regard thereto.
Analyze and evaluate short term and long-term impact of legislative proposals.
Prepare confidential and sensitive correspondence as necessary to perform the above duties.
Coordinate with Communications and Marketing on messaging and outreach when applicable.
Attend relevant board and council meetings of local and regional governmental bodies.

Assist Management in the development of policies.
Develop, document and implement procedures.
Assess, develop and implement internal controls, and oversee the review and testing of same.
Undertake special assignments as directed. ?
Must maintain regular attendance in accordance with DASNY attendance and leave policies.
Must adhere to the NYS Information Security Policy Standards established and issued the Office of Information Technology Services. (Standards can be found on the Intranet).

Physical/Mental/Visual Demands

Frequent travel may be required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle.  This travel may include overnight stays at public accommodations and related establishments.  Requires complex and time-pressured decision-making.  Must be able to work overtime or extended work hours as needed.

Standard office environment, including the use of one or more of the following:  PC, telephone, fax machine, printer, copier, electronic stapler/hole punch/date stamp, shredder.
